If all these transfers would pend CCP approval, they have to dubble their employees i guess... Do you know how many transfers are made between players on a dayly base? This is crazy...
Even if they do so, there would be an easy work around.. create a private contract for a stupid module like a 1MN AB and sell if for 100M. Or do you want them to aprove eveery contract as well?

That could even be an automated script! As soon as some azzhat tries to sell a "basic civilian miner" for a [ccp set % more than avg sale] the script kicks in and places it on hold. YAY! More red tape!
But it fixes the problem.
I think you should train your little gray cells some more...
I see lots of sell orders for let's say a simple module like a 1MN AB for over 10M. People just hope someone misclicks and they are rich. The player that buys the ISK probably has a normal name and not something like abcddkeidf48. If the "normal" guy puts out a sell order for a 1MN AB for 100M and CCP puts it on hold he just has to say, yeah i'm hoping someone is stupid enough. The farmer would then buy the ISK and their done...
This is even way harder to track. Allright, CCP can tell the item has been bought by farmed ISK but the player who receives the isk has nothing to do with the player... CCP can not prove the player asks the farmer to buy the item at such a price. Money transfer can be traced.

Are you willing to pay 20$/month for this? If they have to validate EVERYTHING, money transfer, ships, sell orders,contracts,...
Do you really think they have the manpower to this? There are on average 25k people online 24/7. Let's say that only 10% does a money transfer each hour so that is 2.5k transfers each hour. 2.5*24 = 60k a day. If someone is put there full time to check these transfers let's say he takes about 30sec avarge to check a transfer. That is 2/m or 120an hour. A normal person works 8h/day so 1 person can handle 120*8 = 960 transfers a day. If there are 60k transfers witch i believe is not that big, they will need 7 people full time to check the transfers. Then there are contract, ships, sell order,...
