HUH? That's prolly the easist ship in the game to fit. 7 dual heavy beams or pulse lasers. 1 smartbomb or nosferatu. 3 armor hardeners. 2 good armor repairers
Rest of the slots for cap recharge (and scrambler, mwd, whatever you need)
And on your other points...
ANY ship can be tanked as good as a raven can. The Gallante ships are awesome for PvP. Fitting projectiles on an Apoc means there is something wrong in the head of the pilot, not in the ship. Missiles takes a long time to reach their target. Missiles can be destroyed with defenders or smartbombs. Missiles doesn't do as much damage/time as turrets. Missiles costs alot. Drones are already very important.

Then the problem is you as a pilot and not the ship. I've used a Megathron to kill Ravens, Tempests and Apocs 1vs1. I've used a Dominix to kill a Raven, Tempest and Megathron 1vs1.

Don't remember exactly. But something like: 9 heavy drones 6 named dual heavy ions. MWD 7.5km scrambler webber Heavy electrochemical cap injector tech 2 cap recharger 2 tech 2 damage mods 3 armor hardeners Large 'accomodation' repairer Medium tech 2 repairer Cargobay filled with cap charges
Damage output is 513 HP/second. With optimal range and webbed target it's lots of good shots, so it's probably above 550 HP/s.
The raven couldn't stand 550+ damage/second, so he died before I ran out of cap charges. Simple as that.

As I see it, there are 4 things in the game that are a unbalanced:
1. That frigates can run MWD, even dual MWD, forever. Easy solution: Increase cap usage on 1MN MWDs.
2. That sensor dampeners are far more effective than their counterpart, sensor boosters. And they use hardly no cap and are easy to fit. Easy solution: Decrease range modifier from -50% to -33% (1.5 x 0.667 = 1)
3. Lasers does too little damage to justify the cap usage. Easy solution: Increase damagemod on all lasers with 10% (or increase crystal base damage with 10%).
4. ECM multispectrals has a 5 second activation time. Which allows one battleship to jam 3 battleships. Easy solution: Increase activation time to at least 15 seconds, preferably 30 seconds (and activation cost by same multiplier).

How on earth did you stuff all that on a dominix...
the guns alone would be good for 16500 pg...and a dom only has what? 9, 9.5k default?
Even with engineering lvl 5 you would have only 12k powergrid orso (not sure my numbers suck). You have to stuff yor lowslots full of pud's or rcu's a,d that lmeaves no room for your armor tanking nor dammods....
It seems a mystery to me how some people manage to fit their ship but in my game and on my screen my megathron has 15k powergrid (with skills) which is about 3/4 of what i NEED. I would imagen that a dominix would have it even harder...
Hell that setup you named is about the one i use on a megathron but i use electron blasters and i STILL run short on powergrid...
There is just no way that setup would fit ona dominix...ever, it barely fits on a mega.
Trying to fit NEUTRONS is stupid. I said 6 DUAL HEAVY IONS. They use 1500 powergrid each and is a gallante pilots best friend.
