TomB has added yet another Dev Blog late last night. This one touches on a lot of tweaks to NPCs, including their behavior, equipment and tactics based on the region they spawn in and some additions to the spawn groups. Lots of interesting stuff to take a look at and read.

Well all I can say is it seems the querious/delve period basis areas get shafted again from what I read, soon as blood raiders spawn there but the bloods have no stations except in 0.3 sec space.
I think the new ideas are cool but a few Blood raider stations in the areas mentioned would at least be nice.
Please please please.

Excellent.
Hopefully with the addition of lvl 4 agents and the 'dungeons' mentioned in other blogs we will see a more dynamic and less sterile NPC environment. --------------------------------------------------

The Pirate Commanders will have the normal asteroid pirates as protection and are rare spawn NPC with increased bounty and higher chance of dropping named modules. New named pirate modules will also be coming through rare spawn commanders.
The named Corporation Officers will be very rare and only be found around the head quarters of pirate factions. These officers will be both stronger than other commanders and dropping new ultra-rare and ultra-violent items.

Very nice changes.
I think some of the alliances will be ever so slightly worried about the hinted at ore distribution changes.
Nobody wants another "Stain" to happen to them, eh?

Actually, I'd love to see all pirate-owned 0.0 regions have the same ore as 0.1 Empire space. After all, these pirate groups are quite large and obviously go through a LOT of ships, so why shouldn't their home systems be mined out of rare ore like the Empire systems are? If alliances want to mine Bistot and Ark they all have unaligned 0.0 regions to do it in, but the areas with stations (other than the deep-space stations) should not have good ore. That way they will have no reason to keep everyone else out and therefore EVERYONE can hunt the new NPCs instead of just the 10-20% of people who are in alliances! NPCs are an infinite resource... there's no reason not to share them. It's only ore that makes alliances so anti-outsider.
And yes, I know this will hurt alliance corps. Tough. They've been making 5-10 times the ISK of Empire corps with LESS risk (0.0 alliance space is SAFER for members than 0.1-0.4 space is for Empire miners and hunters) for months. How about sharing the wealth a bit, guys? It's not like NPCs ever run out! You know who the pirates are... so KOS them and give the rest of us a shot at some decent loot!

Very cool changes IMHO.
I have been hoping for something along these lines for a real long time now.
The way I still see it:
Even though EVE is a game where players need to make the majority of the content etc...
There is no harm in putting in more traffic and more interesting NPC's for us to deal with.
Assuming the lag wouldn't be horrific I would also like to see the following sooner or later:
I love how in freespace there is tons of traffic everywhere you go. Now EVE doesn't need that level of NPc's but some good examples would be:
Have ships that actually travel between systems, or at least appear to. Also I'm pretty sure NPC's are known to warp between locations already, but I'd like to see more of this.
I'd like to see more than just NPC haulers around stations, and I'd also REALLY REALLY like to see non NPC pirate NPC's at system belts, and heres why:
If I decide to go the full on pirate direction, I would like to be able to attack Empire friendly NPc's in belts just like high sec people can pirate NPCs in belts already.
This would also lure more pirates into belts and inevitably increase the amount of players who would find conflict in places other than gates.
Anyway see what I'm getting at?
Next: I would love it if there was a way to hail NPC's in space. In my book this would be a good way to add some atmosphere to the game, and could be used to find out of the NPC has anything of value ETC (like in freelancer how an NPC will sometimes tell you what they are hauling). you could make such a feature quite useful in fact here I'll illustrate:
Player pirate hails an NPC hauler: one of the response options he gets would be: "Drop your cargo, or I'll open fire on you!"
Based on a sklill check of some kind, and taking into account the pirates ship, he gets the possibility of getting ALL the loot in the NPC ship without a fight.
Also I know this might not be the time or place, BUT:
I would like a very simple feature added into EVEs chat interface:
I would like to be able to hail a players ship in space, BEFORE actually talking to him or having to PM him. This would essentialy just make my ship glow green for a second or something with a tiny log window that pops up for 5 seconds or so saying "player XYZ just hailed you."
this would be useful for players, especialy pirates giving them a reliable tool to get the attention of another player so they can demand a toll or something.
I know I know a lot of these features seem to be more oriented toward player pirates, but most of them would also be useful for players with low faction with various NPC corps.
For example, if I'm hostile toward say... duvole labs or something, I should be able to pirate them in belts and so on and demand they drop thier cargo.
Anyway I'm most pleased to see the new NPC types, and the changes coming. I hope to god they come very soon.
I also hope the changes arn't uber rare to find.
I will hate it if they only spawn once a day or some other crap :)

Now all they need to do is have the NPC pirates convo you after you kill them and say very stupid things and make threats they can't possibly live upto and then itl be just asmuch fun as podding carebears in a belt ^^

For the last time, i'll repeat some points for those of you who are clueless: - NPC Pirate Faction Sovereignity doesn't have good ore (no bist, ark, spod, crok....). - With castor the 4 regions lost they're good ore (Curse, Fountain, Stain, Venal) - With castor they got ³bernpc's as they're the npc pirates homes
And this is a multiplayer game, you want access to these npc's? Here's a list of things you can do: - buy a hunting pass - get on good terms with the alliance (trade contracts, military help, whatever) - join an alliance - kill an alliance
There's enough _you_ can do, no need for ccp to deliver everythign to you in empire on a silverplate. |

The problem with this change is that more will come to 0.0 space. The alliances with control will cry and whine! They will never be able to stop enough people. Thier standings with corps will drop to unpopular even though they are not pirates. This IS GOOD. --------------------------

There is no problem with this change...
This is extra content. This is what people are begging for all over EVE. And its only natural that it would spawn in 0.0, its a risk vs reward thing.
The 'alliances with controll', you reffer to are most likely not half as bad as you make them out to be. I clearly recall Stain Alliance back in the glory days whe SA was all there was. Everyone kept on raving about how unfair it was that they didnt let people mine and hunt and whatnot. All this was completely unfounded. If you wanted to hunt or mine in stain you ask their permission, you be diplomatic, its as simple as that.
Some alliances that exist now even have a POLICIE, concerning outsiders in their territory. This points out that they are very willing to let people enter their turf. But you have to pay the fee...
And why wouldnt you? Itl be worht it and if your set on MOVING to their space then why not become a partner, sign a nap or just join them?
0.0 is by far not as bad as people make it out to by. I wont say your 100% safe but 0.0 is PRETTY SAFE once you are used to it.

Okay so we were warned that this might happen, but the Scorp dropped (now wait for it, and start the drum roll....)
1 mn Afterburner Basic Reinforced Hull Dual 250 Rail Type D Power Core Large Shield Extender
I suggest that I've NEVER encountered a Battleship with a 1 mn Afterburner on it.
Can this sort of thing be addressed? ie balanced out a bit better?

Ah, wouldn't it be nice to have the loot tables fixed/made sensible? You know, so battleships don't drop anything that's "basic" or that's frigate loot. Having frigates drop normal and named frigate mwd's might be a nice (and realistic) change as well.
