Cloaking needs to be fixed in regards to turd-brains who stay in local all day cloaked in their Raven. Make it difficult to just AFK in a ratter with a cloak on.
Cloaking needs to be fixed in regards to Back Ops. Battleships - give them ability to fit Covert Ops cloaking device. And tweak a few other things, making them a true front line Battleship rather than a joke they are now.
Other than that - rest of cloaking mechanic works just fine.

Which is exactly the problem, nothing in EVE should provided 100% safety. Ships without a cloak bonus should be penalised (more, lets face it a sig res penalty for invincibility in a safe is hardly a penalty) while using them. For example make them scannable albeit with a greatly reduced chance of finding them with that chance increasing the longer they stay cloaked

what the point of having a cloak if it can be found the idea of a cloaking device is that you are invisable ... i dont want my covert op / recon ship still being able to be found with the top of the line cloaking device that would completly negate a few entire lines of ship including :
stealth bombers covert op frigates recons black op ships
all these types of ships require special cloaking devices just waving around with no other alternative you just made 20 ships completly useless
op need to srly futt his own buck (get it that his name lol ... well it made me laugh)

If you jump into a bubble in anything bigger than a frigate and you don't have a cloak, chances are you're 100% ******. With a cloak, you probably have a 30% chance, depending on how many people are there and whether you have backup on the way. Without cloaks, bubbles become win buttons for ganking solitary targets (non nano).
As for ratting, the difference is in convenience. Without a cloak, you would have to ss and log every time someone shows up in local and check back every 5 minutes to see if they're gone. Cloaks eliminate that need.

How about this:
When the cloak is active, you cannot see local. The chat channel is closed until you uncloak.
For cloaking ratters, it means they cannot see when it is safe to uncloak. For scouts/recon pilots, it means they have to warp somewhere safe while cloaked and then momentarily uncloak to see who's in local. For people that sit AFK cloaked all day, it means that they cannot gather any useful information.
The cloak still maintains the 'safety' aspect that is has now, but loses a large portion of it's metagaming potential. |

Ahh the age old question of whats good for me is good for you.
Personally I think they should nerf cloaks even more. Make it where your ship has to be 0.0 ms to even turn it on.(excluding cov op's and cloak ships)
Imagine somone goes to a safe spot and has to slow down all the way. (Ample ammount of time to scan him down)
slowly removes the (iwin) button.

Yeah - non-cloaking-specialised ships should be stopped from going afk for hours cloaked, but covert ops/ stealth bombers/ force recons/ black ops SHOULD NOT be nerfed. A good solution would be to make non-covert ops cloaks probeble, but just make it harder to probe them (like finding mission runners but harder). Cloaking-specific ships should get bonuses that stop them from being probed while cloaked. ========== This is a signature, a cunning ploy used by forum warriors! |

2 options here where soviengty is owned the ability for the owner to find clokaed ships
Otherwise a novel solution is the cloaker has a timer - 60 minutes max, afer 60 minutes u are uncloaked for 10-15 minutes either 1/6/ or 1/4 the time the cloaker was on think of it as a cooldown timer. if youre in a cooldown period and u log off u remain in space for 5 minutes rather than 2 or if aggressed until the cooldown period expires

Finding a cloaker, hmm let's think, isnt there a pos module that scan's down ship's?
They (CCP) could implment a skill that allows you to remotely use that module (if you have the right's to use it for your corp)
The skill would allow you to find a cloaked ship with a % of decloaking it, the module would allow you to scan down ships that don't use Cov ops's cloak period.
Even go to the point of when it finds it it's can be seen in the solar system map(f10 sloarsystem map see target warp to) open up the scanner and (add a button to decloak or target ship) so it looses cloak and can't recloak.
Call the skill Advanced Scan Warefare

I presume the OP can't find that elusive ratter that hides under cloak every time the OP enters the system 
Removing cloaks will really choke Empire space. It's the only way half the highsec players will go to lowsec or nullsec.
Also, you kill off Stealth Bombers unless you propose to allow them to use Covert cloaks and warp while cloaked which would be appropriate since they are classified under the listing of Covert ships.

cloakings are ok on their dedicated roles of ships like : stealthbombers, recons, covops, blackops probably i would allow cloaks on capitals too,
but today everyone and their mothers fit cloaks even on ceptors, noobships, bs, hacs, usw.
suggestion: cpu penalty, make ships that are not intended to cloak able to fit it, but reduce the overall cpu output from the ship to 50% of its original value, problem solved

On non purpose built cloakers they should have a cycle time and cap cost that scales up to the size of the ship, so that it's not possible to remain cloaked more than a few minutes at MOST. Furthermore, a battleship that remains cloaked will decloak with no cap, thus rendering it defenseless.
Stealth bombers, recons, covert ops, black ops would be exempt from this cap drain as their power systems/structures are designed to minimize cloaking power use.
I do fly bombers and covert ops, but with good cloaking skills (and the T2 cloak) it's kind of ridiculous how easy it is to throw one on a Raven or Drake and use effectively.

And that's the problem. The question is, does anyone not have a cloak? The stealth/recon career is meaningless because everyone is stealthed. CCP needs to compensate for the popularity by bumping up the requirements or something. There's a stealthed Caldari around every corner, or there would be if they weren't all invisible .

Can't be bothered to read any replies but I agree with the OP.
I don't want to see perma-cloaking NPCers anymore, unless they fly a Cov-Ops or a Recon. Heavily penalize cloaks on non-cloaking-bonussed ships or simply add a 90% penalty to scan-resolution and locking-range for all cloaks but the cov-ops ones. :O
Wanna go afk? Go safespot and hope they don't probe. Or log.
The agression timer is still running and you have to emergency log because your daughter had an accident? You're a sick **** for worrying about losing a virtual asset instead of just running the **** to where you're really needed.
