If you had put that $200 into your gametime it would have functioned correctly.
The fact of the matter is you chose to sell them to other players for ISK, this also functioned correctly as you definately had some ISK.
At that point it stopped being anyones problem but your own.
The fact that you then dropped a billion in rigs into a very flimsy ship only serves to demonstrate why you should have just taken the game time tbh.

I feel sorry for your loss. But as the saying goes: Welcome to EVE!
Since scamming, supported by game mechanics, is not against the EULA or TOS, as it is on some other games. There is little you can do legally... Also... the US military has little civilian legal authority to do anything to a non-contractor company based in the US, nevermind Iceland. So I doubt your actions will do any good.
Let me explain it this way: CCP sold you GTC, which you then sold for isk. Isk is property of CCP, just like the items you were transporting, and the ship of the player that blew you up. Now, CCP sold you game time codes, not ISK. it was your choice to sell the GTC for isk, which you then put up as collateral on a contract, and got killed on the way to deliver it (surprise? no).
How is this any fault of CCP? And how do you think a court will rule? (based on the fact that everything that was lost was property of CCP, and not yours in the first place.)
Again, I do empathize with your loss, the total lack of morals this game supports sickens me at some times. But it's the almost total freedom, and infinite play-styles of EVE that makes this the best game ever created. This is a harsh, hardcore game world, you should always be looking over your shoulder and thinking of the worst possible scenario of any course of action before acting. Risk vs. reward. if its too good to be true, it probably is. and any number of other buyer beware sayings...

2 things.
1. CCP did not steal 200 dollars from you. You bought the gtc's from some other company, then sold them through an allowed system. You do not have to use this system, you just wanted quick isk. You didn't (seem) to consider 2 billion as an outrageous sum to move some items in empire, and you took it in a weak t1 hauler. You died to game mechanics that are allowed by CCP. CCP's game has nothing to do with real life, and as such, what is allowed in game has no moral connections with what real life, unless you want to think it does. To top if off, if you read the EULA, it states that all things in game belong to CCP. SO....
... basically, you traded your game time codes you bought, for in game money, which is then under the ownership of CCP. You are simply allowed to do what you want in game with that money, as it is ccp's property. Sorry, but you got ganked, and I'm laughing my ass off.
2. I bet your Commanding Officer laughed after you left the room.

EVE requires thinking....
I have done currier missions a number of time... and I never use the same character to carry the package, as the one who accepts it. I remember how people tried to pull same thing on me, and were baffled why I am in a Crow... and the package is 10,000 M3.

Except.. that what you do in game with your isk, regardless of how you get it, is to follow rules set by ccp. Those rules involve the fact that you can be bbq'ed and lose it, have it stolen through means you agree to in part (scams), and other such trickery. You lost your isk through means that ccp allows. Its like saying you bought a battleship, got ganked in empire, and went to ccp saying that you bought a gtc for the isk to buy the battleship, and since it got ganked without your consent they should reimburse you. How you lost your isk is a tactic allowed by cpp, and regardless of how you got the isk it is up to ccp to decide what happens to it IN THEIR GAME, as after all, it IS THEIR PROPERTY.
To top it off, because that isk is their property, and their choice what can be done with it, your argument that they stole 200 dollars is moot. I dont feel like explaining it again, so if you think otherwise, I'm afraid any case you place against CCP will fail as you are trying to tell them that what they did with their property is not allowed. You pay to play the game that they define, by paying you do not own any of it. You are only allowed to use it.
So... in short, GTFOI - Get the F*** Over It, you got scammed, sucks to be you!

I don't know which is more ridiculous; the idea of somebody suing CCP for money lost as isk in-game, or the idea of somebody suing anybody over $200.
I would say it's a troll but the guy posted with his main. Could anyone be this stupid? I certainly hope so :)
OP, just to make this clear: It doesn't matter what you think, there is no court in the world that could examine the situation and find in your favour. End of story.
