The biggest "fault" I've seen from CCP, is multiple fixes to a problem.
While it's commendable to see them seriously interested in fixing a problem as soon as possible, you get the situation we're approaching now. While there are issues with frigates vs. battleships, and drones vs. frigates, and even frigates vs. battleships, the solution being proposed isn't a single solution-- It's a collection of solutions, all aimed at fixing the problem.
The problem is I think they're fixing too much, too fast, and the result is going to be a lot of destroyed battleships, unhappy players, and people parking their battleships for the 2 to 3 months it's going to take CCP to straighten out the mess they're inadvertently creating.
Granted, this is "just my opinion", but it goes back to keeping things "simple". Doesn't mean simple == stupid, or "not simple" == bad, it just means that sometimes it's easier to fix a problem with a simple solution, instead of a complicated one. The Tic-Tac-Toe comment was trolling, plain and simple.
For example, currently, drones are bugged. Everyone knows it. They can shoot you at 20k, and they don't miss. This means you can't evaluate their performance against frigates, and you shouldn't try to fix an imbalance resulting from bad behavior.
Shield recharge: If the shield recharge stat had any meaning in this game, the cap relay "nerf" wouldn't be needed. Both shields and capacitors have staggeringly low recharge rates, resulting in the current scenario which requires large numbers of cap relays and shield boosters to make nearly any combat setup meaningful. At no time in the history of this game, that I'm aware of, has any CCP developer stood up and given a reasonable explanation for these abysmal recharge rates.
Instead of addressing the problems, complicated formulas are bandied about, stacking penalties are introduced, (Speaking of, why do armor hardeners have a stacking penalty, and shield hardeners don't?) and things continue to spiral downwards into a more and more complicated numbers game that nobody, including the developers, can reliably follow.
