Where are the best lvl 4 agents in High sec. I am trying to find agents that don't send me on missions into low sec, it's too scary in an expensive mission ship.

Around the best lvl 4 agents in high sec it's almost as dangerous in my experience.

what the other posters are suggesting is that dont you think everyone asks this ?? - net result is 90 players in the same system with a commensurate increase in the possibility of lag death at a vital point in a mission, the high sec systems with good agents are a nightmare
Dont move from high sec into lowsec on a mission, move to lowsec and mission, then you dont go through a chokepoint and your rewards are better, there are generally far fewer players, the only downside is the risk of getting probed out, happened to me and lost a ship, but it was a cheap fit, the other 200 plus times I was in a mission it was peachy ;) you do the math
Alternately, accept that you will get less reward with another agent but do the missions faster as there will be no/less lag in the system you are in

Irjunen .... and ... other locations I would rather not mention as they are not as laggy yet. If you can't be arsed to look it up yourself then irjunen will do fine.

personaly I would go with a QL 8-12 agent at this point,thanks to everyone and their brother swarming into the Q+18 agents to missions its a surprise to me that the node they are on does not outright fail

Dodixies agent quality isnt that high iirc.
Find a nice quality 0 agent in a not too busy system.

try the Sisters of Eve agent in Gicodel. +17 quality lvl 4, 3:1 of easy courier missions to kill missions - lots of trit bars from Angels missions. rarely get sent to low sec, ive been sent twice in 1 month and have accrued 420k LP. if you cant get access to that agent due to standings there is also a lvl2 agent at the same station, that you could use to boost your standings. Doing SoE missions gives great standings increases across the board to Gallente federation and its allies. the highest standings adjustment was just over 23% for a storyline mission there.
some nice things in the LP store there too if you have an industrial or exploration char too.
