The sound of mining lasers, I'm not a pro foley artist but I think it might have been created by blowing into a mic, looping it, then running distortion, flanger, and maybe a ring modulators?
But if you listen, the timing of the loop definitely sounds like someone blowing on a microphone, then pausing to take a breath in.
