The best way to get this answered is to ask a GM in game (F12). You should be able to do this, IMO. People already setup websites in Eve for ISK. A game isn't that much different.

It's entirely possible that the pirate made ISK on the gank. Just because he's an old character doesn't me that he has lots of ISK. Sometimes people go broke, and they have to do the little things to make ISK again. And, no, this wasn't an exploit.
