DG or CN cruise missiles launchers will do 20 more dps or so, even if you train spec. skill to lvl5. Also they have lower PG and I can fit 2 425 railguns without any problems with XL shield booster.

My general rule for Faction vs T2:
If T2 fits, use T2.
If I need T2 ammo (usually only long range gun ammo), use T2.
If I'm not rolling in ISK, use T2.
If I'm running missions in a crowded hub with ship-scanning suicide gankers, use T2.
Otherwise, it's Faction all the way. 
As you can see, although I think that most Faction mods are superior, I don't think that they're always worth the cost, at least not for some of the high-end items.

Generally if you are flying pirate fraction ships (e.g. Serpentis) your sig radius will only be a faction of the size of ships belonging the main 4 fractions (Ammar, Caldari etc..)

T2 gear is good. T1&7/8 gear is only 93.75% as effective.
I'd go with T2 tbh. It's worth the extra isk.
