Whilst many people have said (and I agree completely) what an ignorant tool this player is it demonstrates the symptoms of one of the essential and best parts of EvE....
It hurst to lose / the investment of time is that much more valuable than other MMO's.
So much so that people risk everything (EvE-wise) in furious ramblings. Awesome!

I'd just like to point out that Europe has its own right-wingers and also that Mister filthymouth's usage of English doesn't seem American. Not to mention that he says: "filthymouth > next is to complain about my bad english, it all repeats"
Probably not a native speaker of English from his statement there. I'd say that most Americans do consider themselves to have a fair grasp of English (although some subjects of the Her Majesty Queen Elizabeth II would doubtless take issue with that.)

What is it with carebears?
They have to be the most rude, foul-mouthed, ill-educated bunch of whining people I've ever come across. They always go on about how in real life, pirates or PvPers (or whoever just blew them up) have RL issues - that we're psychotic, sciopaths, we were bullied in school, our parents didn't love us and that what we do is a "reflection of what you're like in real life". Yet they almost always get aggressive - racist, they swear, they TYP EIN ALL CPS U IDIOT UR A ******* MORON COS NO ONE LOVES U etc.
I just don't understand them.
From my point of view, it seems it's them with the problem.

imo... we are all adults and yes we have all used unexcusable language at one time or another...
so, basically i would look at it this way... if this was a private convo, then let him be, its obvious he has issues in RL, but I would just keep annouying him as long as you can find him. 
however, is this was in local, then yeah petition it. locak smack si the worse when it gets volgar because its out there for everyone to see.

Hey, don't lump all carebears in with morons like this. Most of us just enjoy the non-pew pew aspects of the game; doesn't make us hate-filled, xenophobic, trash-talking mutts like filthymouth.
But back to the topic at hand, as a carebear, a black man and an American I'm very disturbed by this guy's behavior. I say make his Eve life miserable and petition him. As others have said, this kind of crap has no place here. I come to Eve to escape RL nonsense like this.

tbh I read this first off as an American Soldier on a brief R+R in one of the middle-eastern theatres, but certainly not representative of either his home Country or his profession.
I cannot imagine a situation where it would be acceptable to say such things (private convo or noob channel), but that is because I have no inkling of :-
(a) what personal or situational stresses this guy is under
(b) whether he or she has mental health issues
(c) whether he or she takes everything negative in life as a personal insult
I even think this individual is to be pitied rather than ridiculed, but wholeheartedly agree he/she should not play Eve under any circumstances judged by the responses to a "within-mechanics" in-game setback.
So to the OP, I say petition for the well-being of Mr. F.
