Personaly i wouldnt petition it, simply grief him out of play.

The guy should be petitioned. He is using the game as a vehicle for racial hatred.
He might have been upset by the can-flipping, but looking at the stuff he wrote I'll bet he uses this kind of racism routinely. He clearly hates black people and people from the Middle East. His statements go far beyond a casual racist insult - he is verbally attacking several races, and he is repeatedly expressing racial hatred.
He is entitled to his vile views, of course, but he is using the game as a medium for communicating them and that's not what the game is for. He should be banned.

Now after that many hard, cool and tough players answered to this orethief-pvp-specialist, i think i have to say some things too.
First is, you play what you are. A fair and honest person in rl doesnt play a griefer, because he doesnt like griefing, so you if you play an orethief, griefing mining barges and haulers, you do that because you like it. its fun for you, and the subject i speak of enjoyed it, he told me several times.
This proofs that he is scum.
And thats the first lie he is doing with this posting: acting like a normal person with all rights, attacked by a "worse dude" like me.
I hate scum, in RL or ingame, there is no difference. So i treated scum like scum, thats all.
And for the interaction between human beings, there is no difference between game and reality. When you meet nice persons in game, you feel good. If you meet scum, you feel bad, so it hits you in reality.
I heared that that often: its just a game. This is just a lying ****. If its just a game you dont care when you lose things you worked 1 month for, but you care, right ?
I just lost things i worked 30 minutes for, but every minute is to much.
I saw your answers and your moral outrage about what i said to this subject. i never see this outrage when a player gets griefed and its griefing, nothing else.
He told me its a pvp-game and im in the wrong game if i dont like that. He calls his acting pvp.
I understand when i get shot in low-sec, its my own risc and my mistake if i go there, THATS the pvp-factor in this game.
Background of racism:
I know people from US will not care about it that much, you think europe is ****ers anyway and youre right.
but i have to since i live in europe. Whole europe is socialistic, in a tough way, means left-wing radical.
Those guys dont allow criticism at their multicultural direction. If you do so, youre a right-wing extremist.

Europe gets filled with scum from everywhere, people of a sort, that would NEVER allowed to enter USA or other countries, but we take them, we are so good, so full of love and so full of socialistic crap.
Political correctness is the manipulation of the crowd. When again 4 turkeys bashed a white person or a retiree, the papers say "Juveniles" did that. So never will ask one day: do they have to be here ?
very rarely published statistics of the police say, that between 70 and 80% of all crimes are done by migrants.
Statistics in UK say, 3 of 4 murders are done with a knife.
We all know what persons run around with knifes all the time.
All this has directly nothing to do with eve. Not directly. Indirectly it really has. Look at your reactions. Shoot him out of the game. I didnt read all posts but i guess no one asked whats behind it. Thats because you are:
1. radical(for the good thing, sure !)
2. still doing to well where you live, so its easy to have the right opinion. The good and soo democratic opinion.

and jobless people, we have to understand that. Its the usual **** we hear, but if your name is Robert Knox(google for him), you wouldn't agree. Since my first schoolyears i have to deal with this scum, believe me i know them and our politicians dont. Oh sure, there are nice persons too among them. Thats true, but you can count on one thing: if a white person has trouble with an oriental or negro or whatever, the nice person-negro will not go for justice, but for colour. In my country its like that: all those "ethnic" groups have troubles with each others, but when a white person has trouble with one of them, they are one man. They really dont like us, and its my right, based on my life-experience not to like them too.
Now: the threadstarter showed a positive reaction as i fathomed if he is of this sort. Then my hate-gun started, sure. No matter if he tells now that his father is the owner of Kentucky Fried Chicken, i dont believe those people. Not one word.
But i know what they hate. They hate if someone wants to cut their "right" to get everything at once and for free from the west....and: racism.
This cool hardcore-pvp-star did a whine-post to my corpleader, he whined in local and now he whined here, just to damage me. This shows me i landed a good critical hit on his xxxxcovered "soul".
Thats the way they work all the time, in RL too:

It has to happen what has to happen. Im sorry if i get kicked from my corp, and from the game. I would be sorry about that, because my corp are cool and nice guys(they dont know what monster i am) and the game is great. But i NEVER drawback to scum.

On one hand, I seriously want him banned for being probably the worst loser I have seen. Others have whined more, and talked nastier, but none have played the race card so stupidly.
On the other hand...I want you to tell EvE his name so that he cannot so much as undock without a fleet of suicide gankers smashing everything he owns.
Due to his own mouth, he has technically single handedly ruined his entire life in EvE...a game where finally your name and your reputation actually matters.
