Please stop reporting on Carebear Warfare, engage in some real pvp where the battles count instead of this arena style crap. It's nice new players and non-pvpers can get some experience with FW, but these fights are meaningless and are simply an entry point for players to get into pvp.
You're right. Real fleet warfare isn't getting two 100-man fleets facing each other and pressing all the F buttons.

The Caldari fleet didn't jump in because of a Red Alliance presence in Tama. The fact that the RA CEO declared in Tama local that they're allied with the Gallente coupled with the fact that their whole battleship fleet is at a safespot aligned to the Nourv gate makes the decision to not jump in obvious. Also there was worries about capital hotdrops.
The following is the RA fleet composition (Copied from militia chat. May not be totally accurate). Remember the gallentes also had a separate fleet.
2x Abaddon, 1x Apoc, 1x Astarte, 1x BBird, 2x Broadsword, 1x Cerb, 1x Damation, 2x Deimos, 1x Domi, 5x Drake, 3x Eos, 2x Hurricane, 2x Ishtar, 3x Mega, 1x Onyx, 4x Raven, 1x Rokh, 2x Sac, 1x Scorp, 1x Slep, 3x Tempest, 2x Typhoon, 1x Vaga, 1x Vulture, 2x Zealot
We had mostly caracals and drakes. You can probably understand why we didn't jump in.

So all the 'alliances not being involved in FW' is gone as RA are 'officially' Gallente allies now... excellent. Now time for our militia to become organised and start playing right.
There is any forum or whatever where we can plan things?

I don't believe alliances will ally with factions for long. All it takes is for some idiots/spies in gallente to shoot the RA fleet to end this informal alliance.

The RA may be bluffing, but we still want to be on the safe side. Jumping in and getting massacred by RA/Gallente is not good.
Also this guy claiming to be the RA CEO is in fact in RA, so o_O
