At first I was opposed to any changes to the current system what so ever, because of more or less selfish reasons ( waaah! you nerfed my breacher )
But now I must admit these changes make a lot of sense, and look very good overall!
The only thing that bothers me now is all this talk about nerfing the MWD, frankly I am not so sure it is strictly necessary. With the removal of cruise missiles the overuse of micro warp drives might take care of itself because of the following reasons:
1. Once the missile launchers cease to be the only viable choice of frigate weaponry, people will start considering the more powergrid hungry turrets; leaving very little power for the dual MWDs required to outrun rockets and light missiles with a slow t1 frigate.
2. Longer frig vs frig battles will open up for the possibility of using shield boosters and such to stay alive, so the 25% penalty to shield and cap might actually matter.
3. Not having to live in constant fear of being instantly vaporized by a cruise missile will mean fewer people will feel the need to go insanely fast. They are fast and small enough to dodge fire from large turrets anyway, and thereÆs lots and lots of other interesting equipment competing for the precious few medium slots available to a frigate pilot.
And as for the difficulty of hitting interceptors with missiles...
Given the fact that one will have to spend one month of solid training and enough isk to buy a hundred kestrels before piloting an interceptor, I think it should be very hard for the kestrel to take one out.
Making it harder to turn with a MWD does make some sense, but it is hard enough already, just consider the situation where you approach a loot-can with your bulky cruiser, cursing as you are unable to stop before you are out of range from it again. 
Increasing the signature radius on the other hand seems very strange to me, a tiny ship should not seem as big as a battleship just because it happens to be moving at mach 10. Besides, doing this will be hard on the cruisers; they do not have the speed to get in range or evade fire without MWD, and when it comes to fleet battles the only cruiser you can be sure to find is the blackbird, this will only make it worse.
The big winner is again the battleships; increased signature radius will not matter much to them since everyone can lock them fast and hit them anyway, and thus the battleships are all of a sudden the fastest ships on the field.
