i dont like it, but having the siege powergrid need, upped that much, will cripple the scorpion, as it is.
9000mW, minus 4 siege (a must otherwise im incapable of dealing damage), is 2000mw, for 2 highslots, where id prefer to atleast have two guns, im probobly looking at 250mm railguns now, AND 8 medslots, whereof one will be a XLARGE shieldbooster.
This wont work tomb, really, it wont work.
Im going to leave the proposing of changes, to stop this, or atleast make the scorp nerf a bit more subtle.

I fly a Scorp with Eng 5 - Elec 5 - Ener Mag 4 - Energy sys ops 4
I usually hunt rats with 4 425 and 2 heavy launchers + shield tank (2 hardeners + 1 xL amp - 1 amp booster - 1 extender - 2 sens booster - 1 track computer)
On lows 2 warp core stabs - 1 reactor control - 1 Mag field stab
And (not to mention the lack of firepower) I usually have cap problems (5100 cap that takes too long to recharge)
I can trade the Mag field stab for a CPR and that makes things better (this will no longer be an option if the CPR affects my XL booster)
With this new changes I'll have to say goodbye to the Cruise misiles (no way I can fit siege launchers).That will lower (even more) my damage output (specially at short range where the rails became useless)
I think that the effect that these changes will have on the Scorp ,an already quite nerfed ship, have to be taken into account.
IMHO they will relegate the Scorp to a purely defensive/support role.
(and don't get confused here, the only "advantage" that the scorp has for that role are the 8 mid-slots because is the ship with the least Scan resolution and the biggest signature)
