For the life of me I can tell the difference between these two skills. Both descriptors say they allow you to place remote buy orders, and their descriptions are virtually identical.
Can somebody enlighten me please?

I am pretty sure that Visibility is just a continuation of Procurement, as Visibility requires Procurement IV before you can train it.

Procurement: You're somewhere in Caldari space and decide that you want to buy some Tritanium in Jita, because the price might increase in the future and you could make a killing. But, hell, you definitely do NOT want to actually travel to that laghole to set up your buy order. The Procurement skill lets you set up the buy order in Jita even if you're not in Jita.
Visibility: After a second look at the market, it looks like tritanium might be even more profitable than you previously thought. You wanna buy out as much trit as possible, and so you'd like to set up a region-wide buy order, centered in Jita. So that people don't have to travel to Jita to sell that tritanium to you... you'll buy it anywhere it is. Visibility lets you extend your Jita order so that it has a range of "the whole region", again without forcing you to go to Jita to do this. If you set up such an order, people mining in Inaro can just dock at any station and click "sell tritanium" and they'll be selling to you.

Ohh...so visibility creates a radius around your buy orders whereas procurement simply lets you place them at range. Cool, that helps alot thanks :)

Procurement allows you to be in 'Station X' and make a buy order in 'Station Y'. How far away 'Station Y' can be is determined by your level of Procurement. Without Procurement, you would have to fly to 'Station Y' to make a buy order there.
Visibility allows you to increase the range of a remote buy order made with Procurement. Without Visibility, a remote buy order made with Procurement will only be range 'Station'. Visibility allows you to increase the range to 'System, '1 Jump', '2 Jumps', '3 Jumps'... etc., depending on what level Visibility is trained to.
Note: There are no skill requirement to change the range of a buy order if you are making it in the same station. ---

Without either skill you can create by orders only in the station where you are docked. You can set the range on those orders to anything you want.
You do not need any skills to buy from existing sell orders from anywhere within the region.
To create a buy order in a station other than the one where you are docked, you need Procurement. The distance that you can be from that the station where you are creating the order is set by the level of the skill.
By default, the range of those remotely created buy orders is limited to the station where the order is created. Visibility allows you to set the range of orders created using Procurement.
For example, if you had Procurement you would not need to enter the lag-hole that is Jita to create buy orders in Jita 4-4; you could do your trading from anywhere in the region if you have the proper level of Procurement.
With Visibility, you would be able to create those buy orders such that they covered every station in Jita or within X jumps of Jita.
Without those skills, you would need to endure the slide-show paced loading that is so common in Jita.

Come to think of it, CCP should drop the cost of these two skills and, heck, give them out to new characters for free, just to relieve Jita lag. Why should we have to pay I don't know how many million ISK to reduce lag on one of CCP's nodes, isn't that their job?

You do still have to travel to Jita (as an example) to collect the stuff you bought there though - it doesn't magically teleport to the station you placed the order from.
