Is it able to un-dock and operate in system, also is it able to move from system to system. Or is it stuck in the system it is in and/or stuck in port.

It's stuck in the system. You can only jump it out with a cyon field.
I heard too that if you are using it for say fighting, GMs are moving it out but i cant swear on that since i have not seen a GM saying so.
It's an intresting aution, please send atleast position where it is, if it way to south im not intrested in it.

no bid but info for buyers:
you can undock the carrier. you can launch fighters and so on.
you are not allowed to fight whit it... even you get war decced you are not allowed to use it in combat.
you CAN NOT move from system to system in high sec. the reason is that cyno fields can not be created in high sec.
you CAN move the carrier out of HIGH sec if any low sec system is in range for CYNO field.
you CAN NOT tank CONCORD whit this :P concord will kill it quite fast :)

I've been on sisi in a cap ship in high sec and concord attacked right away is this not so in this case? also keeping you from having to up it yourself

You could run missions for Olkkosen Saisima assuming you have high enough standings, though you couldn't run any missions that use acceleration gates.
Blockade, Gone Beserk, etc would be amusing though I guess.
