One 'fix' could be to introduce a deadspace bubble generator similar to interdiction spheres that reduce an MWDs effectiveness/shut it down completely. But if CCP introduce sub-system targetting in can see nanos becoming old news very quickly.

infact what i think is that all implants should be taken out all together
maybe all the ships and skills to, just leave 1 ship that everybody can fly with a standard ccp fit that needs no trainning for and is not changable so evreybody has to use the same ship + fitting and perfect 'balance' is brought to the game

Saying "fly a Rapier" isn't showing any more thought than someone who doesn't want to fly one. When there is only one specific ship that gives you a chance of killing a nanoship that wants to get away, it's not rocket science that you should be using that ship. Whether or not this is a desirable situation is what these "mindless" people are complaining about.
I don't think the OP's suggestion is very good, but something ought to be done about the necessity of MWD use in combat. I think MWDs in general are too good; the module that allows you to pick your fights shouldn't be the same module that most effectively allows you to avoid enemy fire. It seems to me that afterburners should be better for maneuvering around and making yourself hard to hit, and MWDs should be better for getting in and out of combat. They'd both be useful that way and you'd fit your ship according to what you wanted to do with it, but right now MWD are better at everything and afterburners just suck. I think that ought to be addressed before nanos specifically start getting messed with.
I'd suggest increasing the sig radius penalty of MWDs and increasing the speed bonus that afterburners give. I couldn't even begin to give an informed opinion on what numbers would be balanced, but that's the sort of change I would like to see.
