1) By gimping Charisma, there are some skills that will take you a ridiculously long time to train for...leadership skills and command ship (both of which are great in PVP). Even if you don't want those, then gimping CHA is still a bad idea because CCP constantly adds in new skills. At EVE release, there were 80 skills, and now there's 300 something. You're going to feel very stupid when some new CHA skills get released.
2) The benefit to combat skills you get by adding +2-3 or something to your attributes by gimping charisma will hardly affect your training time at all, but gimping charisma will have a horrific effect on your CHA skill training times. Diminishing returns.

Is it really just a tradeoff between having a character who looks good (ie not Achura) and not borking your character? Of course it isnt Caldari, so... Double bonus as any charisma-based skills like leadership skills wont be so painful to train.
On that note, however, Achuran females do look hot, albeit borderline emoish.
Khanids have the whole "Genghis Khan" thing going on, which is great. Females are equally hot.
EDIT: in fact, I'm keeping this build as secret for now, think I may just make an alt after playing with one character for so long... -

Speaking about personality, Achura have none and no matter how hard you try it is the same stock look as the next guy. The stats, well, yeah, you cannot really beat them (I know it will sound new to most but you can increase charisma too). But the first impression you leave will always be another fish from a monkey herd, even without looking at a portrait.

Sebiestor is great, however my 1 month younger Achura has 4m SP more than me (47m vs 43m)

And to the OP. Achura is the perfect race to be a jack of all trades as you can get all 9 in the primary attributes. Bored with mining but don't want to roll a new alt and lose the sp already invested in your learning and support skills? With a balanced attribute setup like that you can swtich right over to combat skill with only a slightly less sp per hour than a character with high perception and willpower.
However you will be butt ugly for the rest of your Eve career.

Some people roll Achuras and think it is a given that they will train skills faster than everyone else because hey, they rolled an Achura! While in reality, if they have skipped any skill training a more diligent EVE player with another race-bloodline roll will overtake them.

I only picked this race because I wanted to minimise the amount of time I would need to invest to get the R&D skills I needed. When looking 3+ years down the track there really isn't any kind of massive difference.
I have a Gallente, Caldari and Amarr main, there isn't a massive difference so far although I avoided the one-dimensional stats which in my grand plan would slow me down in the long-run.
