Move level 4 missions to 0.0 and level 3 missions to low sec. It has the added benefit of boosting low sec. Some people will say they will quit if this happens. Let them quit. They are idiots anyway. Ratting is much easier, it is less time consuming, you can rat for 30 min where missions take at least an hour on average, the loot is better from rats, etc etc etc. I do wish more high quality level 4 agents were in low-sec to add risk to running level 4s, but 0.0 ratting needs to be looked at if we are going to look at level 4 missions as 0.0 ratting is much more profitable and much more safe and easy.

In general eve would be alot more expensive, unless you're in a self supporting 0.0 alliance, then making modules cheap would just take alot of time and ALTs. Call me a freak but i actually enjoy my high sec missions. Not cause I like to grind isk but I like to do missions as fast as possible with as little tank as possible, but I'm quite sure you woulden't understand. Sitting in jita/dodixie or wherever waiting for a cnr/navythron/domi to undock and shoot it so you can get those expensive mods cheaply.
