And that's exactly the problem. People should be going to 0.0 for the RICHES, in spite of the danger, not BECAUSE of the danger.
If you want to make money you should probably stay in hi-sec anyway. Consider that your scale is wrong and that people who live in 0.0 play the game for the enjoyment not the money that comes with the risk. Therefore the further you get from hi-sec the more fun you have. Hi-sec may have wardecs and so on but truthfully most hi-sec measures protect the hunted and hurt the hunters. 0.0 is still the best place to go to force your enemy to fight.

Nerfing Hi-Sec doesn't push people into low sec it just makes people carebear harder. More combat in lowsec has already been proven to bring people into it not drive them out. The barriers to 0.0 are mainly player made not CCP's. There's vast amounts of money in 0.0 the problem is that to get anything you have to be willing to fight everyone. Making 0.0 more lucrative in comparison to empire keeps 0.0 rich and empire dwellers daunted by the entrance barriers. 0.0 is fun for what it is, it has plenty of unique elements which no amount of mission running in hi-sec will destroy.
If people want an officer cap recharger on their mission running Golem they will run missions until someone sells it to them, as a mentality I dont care for it but here's the funny part; nerfing hi-sec nerfs 0.0 since the mission runner starts to offer lower prices. No-one in 0.0 flies officer fit ships, even some motherships are tech two fit, they're just not that good when it comes to combat. But for missions they are godlike. If you want 0.0 to be attractive to empire dwellers it has to be like empire. Which no one wants. Low sec is different in that it should be a place where combat is rewarded but your enemy does not overly suffer, which would allow players to grow their fighting skills without being whipped back to high sec, and in that regard it needs items unique to it so that it is worth something. Scarcity of resources keeps 0.0 richer than empire NOT the isk made per hour from rat bounties. To put it another way, I can carebear harder than you to get more isk, but I can never carebear harder than you can to get more moon minerals.

Ok, buy them all. Seriously, all of them. Trading is pretty much just riding the coatails of 0.0 dwellers anyway and at the end of the day you've completely missed the point of isk.
