Obviously the guy wasnt too bright and should have either not shooted or not stuck around, but reading some of the childish responses here makes me want to puke. Of course piracy is part of the game, and vital to the challenge of the game and the game's economy, but being a pirate is one thing, and gloating over a players mistake and subsequent loss outside the game is another.
Play the game hard, but no need to be a jerk outside it.

That's not why people are gloating and being jerks. They are being jerks because the OP went all out and labelled an entire group in Eve (incidentally, the very same group who reads these forums) as "low lifes". He then contradicted himself, and accused the loot thief of not honoring a ransom when it is clear from his own text that it was his brother that didn't honor a ransom. Then he whined and let it be known that he wants Eve to be a single player game where "ebil pvpers" can't get to him.
All of these reasons are extremely valid for being a jerk to the OP.

This is what you get for not honoring ransoms and trying to scam people by paying up a sum that is one zero less. If you're going to try to scam somebody with missing zeros, do it in Jita - don't do it to someone who's got you warp scrambled and in hull.

Also, you honestly expect me to believe that you were not carebear (another word for casual gamer) at one point in your illustrious EVE career. You were all carebear, or still are if a) you spawned in a noob system, b) ran a mission for isk, or c) did not go into low sec for a while due to there being 3 year old toons or gate camps waiting to shiv you.
So as long as you continue to label a vast majority "carebears," you who do this kind of thing will continue to get the same label as "lowlife mission ganker."

So, explain again what you said. Explain why we are interpreting it wrongly.
Also, being a carebear has nothing to do with what you do. It has everything to do with how you act and percieve things. For instance, even if you where a PvP specced character you would still be a carebear, because you think and act like one.
Pretty funny, tho, how the responses you deem 'intelligent' either agrees with you or tries (and fails) to flame the other people in the thread.

Let me explain to you what I classify as a carebear. It's someone who will, at any cost, avoid any situation where there is the slightest risk of engaging in PvP (or so they think). A lot of carebears also have a very low opinion of people who engage in empire PvP and piracy, labelling them "griefers." At no point in my first few months of running missions or flying my Hulk () did I ever believe that pirates or anyone else was a scourge on the EvE landscape. I always appreciated piracy and all forms of PvP, from the humble can flipper to the solo pirate. EvE is what it is because you always have to be aware and intelligent about your choices and situatuion.
I also didn't make emo alt forum posts when my "brother" (because we all know you don't have a brother and it was you who died) did something stupid and died for it.

Seriously, this has got to be a troll. I refuse to believe that anyone could be so oblivious to the nature of EVE.
So, Mr. Troll, we can read just fine thank you very much. Your continued posting on this thread only adds to the evidnece that you are trolling, so, why not just go away?
But if, on the off chance you are not a troll, EVE is obviously not well suited to your, or your brother's, taste and temperment. Perhaps Hello Kitty Online would be a better choice?
In case you're still not getting it, EVE is a PvP game. If you play you need to be prepared to PvP any time you undock. If your brother was not ready to PvP, he had it 100% in his power to avoid it, so, I really don't see what the problem is.

I have not yet seen a miner retrieve a war ship to engage in PvP in my short time in EVE. However if they wish to do so, would they not be able to attack the can flipper by stealing back from them? If a player were to steal ore in an industrial or other large ship, there would be little that one could do to retrieve the stolen ore except to instantly engage the enemy, scrambling them and waiting for backup or whatnot.
Suggestions are welcome on what would be the most effective means to a solution to this problem.

Right now, when you fire on someone they get a 15 minute timer on you, meaning they can do whatever they want and still attack you within 15 minutes, including changing ships. The miner has a 15 minute timer on the thief from the moment he fired, so both have a chance of changing ships if they want. It's perfectly fair as is.

Maybe you haven't been watching. Cus I've seen tonnes. In fact, I've had people come back in something bigger after having stolen from them. Many, many times.

I can flipped a Hulk with a bunch of medium drones once, I was in a Rifter. He warped out... as I was blowing up the can, he returned in a Brutix and began trying to lock me.

To the OP:
Why exactly is this looter a "lowlife" in your estimation? Sounds to me like he was just trying to make some isk and got attacked by a mission runner who apparently doesn't understand the consequences of his actions. I've mined, run missions, and done PvP in Empire and Nullsec. I've never had a problem with pirates even after being killed by them because PvP in its various forms is what makes this game interesting and ultimately enduring. I've also killed noobicles like yourself because killing gives me joy
I suspect this game is more than you can handle...

(a) Don't troll, it's not nice.
(b) Don't shoot people unless you have a scrambler/disruptor fitted, or you are 100% sure you're flying a turret ship which can instapop the target (tip: you aren't. The ships with best alpha are at best instapopping a frigate.). Shooting them just enables them to switch to their favourite ship of choice, come back and melt you in the next 15 minutes.
(c) Don't cheat on your ransomers by misplacing a 0. It's preety damn low.
(d) Use your brain. You have to use it everywhere in EvE. Now, think. If I'm in a destroyer/cruiser/whatever and you're in a battleship, why should I allow you to shoot me? Could it be because I'm baiting you? Hm? Or I just like losing ships stupidly? Just thinking about the situations you find yourself in can get you a long way. Being in high-sec doesn't mean you don't have to use your brain.

I'm sorry my friend, but if I've been in this game only 2 months and I know better than to shoot a salvager, then I have no sympathy for your brother.
Consider the following:
1) Your brother was not losing his mission reward. And unlike a very few situations, he was left to shoot the mission ships and collect bounties.
2) If the mission is being salvaged, then he doesn't have to worry about doing it himself, he can make up for lost ISK per hour by immediatly rolling up a new mission the moment his is complete. This has the nice side benefit of increasing his LP per hour.
3) If he gets a reputation for NOT shooting salvagers, he may find himself being left alone by those who are in it purely to grief him.
4) There is always a different agent you can go to.
Yes, I read the thread. I know you are looking for revenge which I applaud as this is the way the game SHOULD work. However, when you say things like
"It is a shame that this is allowed to happen to someone just trying to enjoy the pve aspect."
This ****es a lot of us off. This implies that you want the game changed and moved AWAY from the PvP aspect of the game. This, despite the fact that CCP themselves have stated repeatedly that you are safe NOWHERE. Bottom line, this is a multiplayer game where we are allowed to interact in hostile manner and do so without the consent of those of us around us. To say otherwise goes against what this game was supposed to be and angers those who joined it for that reason.
I truly hope you get your revenge and wish you the best in that manner.
