It seems to me that either there was a scam on that would not only affect the ingame alliance(s) but also CCP aswell.
We know CCP have always held the "no need to explain ourselves to the masses" approach when it comes to the kind of developments that warrants a good deal of interest.
From reading so far, there seems to be 2 outcomes.
Whatever happened, violated something in the EULA, wether aware of the EULA line or not, break an egg and no matter which way u look at it, its broken.
Or, with CCP's allowance of the shady dealings with spies and other espionage actions within the game, they have walked the path of allowing it for so long, they havent realised that something like this, could jam them into a lose-lose situation. If the alliance theft was legit, then the reason this has been shrouded in silence, is for the simple fact that they have a suspiscion that this kind of isk volume cannot be legit, and ban for precautionary measure, then they open to door for an astounding number or former corp/alliance theft victims, to petition the banning of the past perpetraitor, using this model as a baseline. Which would result in upheaval from almost every alliance in the damn game.
Choosing the lesser of 2 evils, the banning of a character who truly has done nothing outside the normal operating standards of EvE, just having the misfortune to be so good at the theft that the bag is bigger than all but a couple, would be high up on the pro/con scale.
If CCP had done the right thing for the wrong reasons, or the wrong thing for the right reasons, then it wouldnt really matter, as both outcomes involve bearing discomfort and whisperings behind closed doors. The only exception is the size and volume of the discomfort suffered.

have the CSM seen the server looks and could they seen that the isk came from hacked accounts?
if not, i hope the CSM askijng for the logs that proof that the isk coming from hacked accounts, because i dont think it's the truth, specali after someone did delete my firstpost withour information why
