The cash is a lure... if they know you have it and feel they can trust you to stange a proper event then people will be more inclined to sign up.
You could hand the cash to Chribba to hold in trust for the winner, surely no one would be a better guarantee?

Anyway, just trying to give you an idea no one else posted yet is all. You don't even have to commit the full amount to it. I sure as hell wouldn't pass up a chance to see even a fifth of that amount in my wallet for a reasonable entrance fee!

It depends Ryan, If you want to pvp, theres a few options. If you want to make more ISK out of your isk then theres another few options :D.
Making more iskies would require POS's One in 0.0, Since your in Tri you have the availability of likly a few half decent moons to mine which you can usually make back a profit quickly depending on what your doing. The second part and the other likly good thing to do with your iskies is to setup a POS in Hi sec. Research BPO's Preferably something worth some isk. Say you buy ANY Carrier BPO, Research ME and maybe one on copy time. Pickup some of the more expensive BPO's of the parts, research those a little and with 5 billion isk you could have your cash back in Id guess 3 to 4 monthes. All depends on the time researching and if you bother to get the best prices and the appropriate POS for the job.
For PVP if you like Fights, invest in a half decent alt, maybe 2 Bil Character and roam around in continuous fights. If you like the blob warfare learn ways of saving isk in the manner so that 5 Billion will keep you PVPing for as long as possible. BS's Cov ops, Black ops. Start a corp stealth tactics program, infiltrate enemy territory.
Doesnt matter what you do in Eve as long as you are enjoying yourself is what a I find, If your here every day happy as you can be do it. Personally Lacking isk to make isk is my prob, once Im started tho, can PVP all I want without to much loss and just be happy :)

ur on early Razor thanks for ur reply, 2 to 3 months you say? I am not clever enuff nor do I have the know how on what Cap BPO's are what & last time I checked high sec POS are a pain or any POS for that matter to keep fuel + move items around many a time I had the chance to own such a billion moon but am to lazy to move all that stuff to jita to sell, I do however have almost 10 standing with gallente - so if I do feel the need to make a high POS the option is there- u know what I would really like to be able to give a person say 4billion to bring me back 8billion in 6 - 8 months .. to much to ask ?

Personally with 5 billion Isk (spare pocket change), Id go nuts in faction war with expensively fit ships. Maybe a few rigged tristans those are funny, use some navy issue ships cause they are sexy, and maybe go through about 100 nemesis' sniping caldari faction members from long range with bombs and faction cruise missiles. oh and defenately got crack off as many cynos as possible with some expensively fit helios', just crack off cyno after cyno until I lose the ship. Not sure if its possible but try to get 100 cynos in one system just so I can say I did.
Or I could try to get a Guardian Vexor for 4 billion, be hard they about 8 billion or more, so wouldnt happen, but yeah get that rigg it and take it into faction war and lose it. Make everyone cry.
So there you go 2 different Ideas about what I would do, and 1 idea of what you can do.

What to do with 5bil ISK?
1) 2 bil - freighter + replacement/trading capital. (This is a personal pipe-dream of mine... a holdover from old Trade Wars 2002.) 2) 1.5 bil - Play "Pimp my mission Rokh" with deadspace mods. 3) 1 bil - start a (limited) capital components production line with a corpmate. 4) .5 bil - retain for FW losses, and to give to corpmates in need.
5 billion isk doesn't go as far as it used to....

seeing as I have never had the isk to afford any more than a basic cruiser and fitting I wouldnĘt have the slightest idea what to do with that amount of isk... id probably give most of it away, thats what I do with most of the isk I make atm |

another Hulk another Makinaw officer mining and ice mining upgrades the best mining and ice mining implants (using a jump clone to keep both seperate ) a full set of +5 implants and tech 2 cargohold rigs for my other accounts occulater a brand new charon (caldari freighter)
and maby a rorqual with the rorqual skill book as thats all i need to fly 1 ___________________

1) Create your own pirate corp, purchase advertising space for well experienced pilots with above 25m sp in PvP related skills. 2) Wardec some industry corps/small independant corps and just generally have a laugh with it, E.G. fund trusted corpmates for T1 ships and insurance, invest some small ammounts to keep a constant income to keep the corp bills payed. 3) When you run out of the isk, sell the corp with the good reputation to the highest bidder. 4) Rinse and repeat

It wouldnt be hard to ask for actually, and how your thinking about going through it tho for the builds is a little back wards from what you would realisticly want to do. It would be possible to do a venture, Id be interested in doing so but already know that in your case its to much risk. If you want send me a eve mail and Ill tell you how to better refine the ideas behind what Ive told you as well give you a crunched number setup of some stuff if youd like to see numbers. Good luck with what ever you want to do with your iskies though.
