That speculation and bullsh*t part works both ways. 
Which, of course, is why posts like these are made. To voice speculation and opinion, to name biased viewpoints and observations, and to allow a player to describe a problem he or she perceived, so that CCP can take a look at the situation and put their own evidence to test.
Or, to denounce the opinions of others, and to attempt to call out hidden intentions and ulterior motives. Like 'Your just a pirate wanting grief targets' or 'You probably sell isk for cash and don't want to lose your golden goose'.
Everything else, all this tribble and forum warrioring back and forth, is just entertainment for the masses. Of which I am a proud contender!
Here's to hoping that one day soon, developers will address this issue in a thoughtful and considerate way, nay? 
Why do the Devs need to address this issue again? Because a bunch of low sec Pirates demand "payback" because they perceive the whines of high sec suicide ganking as being effective here so they are trying to "get mommy's attention, tug on her skirt" and ask for a nerf in retaliation. Even though there is no evidence of there even being a problem?
In contrast to something like the nano issue which was a problem. Not because people whined and it was unpopular but because it actually was breaking parts of the game in the form of making weapon systems and ship setups too ineffective or even obsolete.
I for one, do not have any "ulterior motives" for posting in this thread. I used to be a mission runner but now I earn isk Trading on this character and rarely do missions anymore. I will say though that i don't believe mission runners in High sec are over payed. I am not going to go into the reasons I know this though because it is a big wall of text and have been hashed over already.

Like a lot of people I feel that the speed nerf and concord insurance nerf is the start of CCP caving into the whiners like they promised they never would.
Now show me the suicide ganking thread that say someone other than "Wahh I lost my ship because I did something horrifically dumb, they shouldnt get any money so suicide ganking doesn't happen as much"
It seems that the way to get changes done is to whine loud and often on the forums.
Oh and btw, the nerf level 4 missions or move them to low sec whine has been going on for a long, long, long, long, LONG time. Not as long as longcat, but close. --
