Cloak is frequently abused for idling AFK in systems to block miners and ratters from playing. I think this was not the intention when implementing cloaks.
I suggest to add a small chance to actually PROBE a cloaked ship which gets higher over time as long as you are not switching systems. (sensors get calibrated on the small signal and can scan it easier over time :-) After maybe 60 minutes of cloaking (also if there was a decloak/cloak between) the ship should be scanable like a ship in a complex.
I think this change would not nerf normal cloaking, but it would nerf abusing cloak to disturb whole systems in 0.0

The only thing is your own paranoia of thinking that the cloaker is after you and is watching your every move. If you want to lure them out set up some bait and get a gang prepared. Or just rat/mine in a gang.
Cloaks are fine as they are as they do exactly what they are made for hide a ship.

Hmm. So cloaks stop someone from ratting and mining in .0 with next to zero risk eh?
So you're suggesting .0 should be risk free ratting and mining?

Ok nice, at least we now know who some of the cloakers are ;)
Cloaks are intended as protection and not to disrupt gameplay, it's just used the wrong way. Isn't it a bit too easy that you can cloak and be completely invulnerable ? You guys talk about "zero risk" nonsense but actually ignore that a cloaked ship out of warp-in points is really 100% invulnerable.
It makes it too easy and i heard several times that people lost fun in playing eve because they constantly have to deal with afk cloakers.
The nerf would not do any bad thing to eve.
If longtime cloaks could be scanned out some things would simply get more interesting. At this time you can't do shit about an afk cloaked ALT in a system.
That's the same as those can switchers in highsec that abuse concord to grief miners, it does no good to eve.

But ratting definitely done it before, just rat in a system with other people, get in a gang of ratters, have some decent intel and make sure youÆre ship is insured and youÆre good to go. The only time I have a problem with afk cloakers is when the stick an alt in and leave it there, they want to stick there one and only main in sure go for it.
Fun story, we almost got that guy that invaded our mining op, warped a few recons in... unfortunately he was an arazu so I think, I may be wrong cause it was a while back, he damped the point down enough and ran away as the other recons weren't in position or we were only using one. ----- Cause it can't be quoted enough.

Fail, if they are cloaked they cannot hurt you, learn to run a defence network, learn to work with the fact that 0.0/lowsec particularly means constant danger, constant vigilance (okay I exaggerate a little, but still...)

Here's a hint, real players can hunt without a cloak. Grow a spine. All these people crying because they are afraid they might have to do a little work to stay safe in hostile space.

Constant danger constant vigilance..... Unless you equip a cloak. Then you don't need a gang, or a defence network. You can watch tv, read a book, pick your nose, ignore local, all with no worries. And hey, if an easy target shows up, score, free kill board padding.

Cloaking is fine. It takes training to get it, and Recons etc Would be useless without it (Some are still useless with it lol but we won't mention the pilgrim..oh wait)
If people are that worried about cloakers, they would probe them down when they enter a system, and watch them.
A carebear option, would be to create a Probe that could decloak anyone within 0.5au of it, and is effective for 2 minutes or something. So you have to minutes to Rat / Mine before having to launch another if you are worried about them getting you. How's that?

Right you are...
This 'probe' would most definately kill all attempts to sneak on anyone and would render recon ships completely useless (put one probe at a gate and no cloaker gets through).
...definately a carebear option

I'm all for nerfing station hide and seek. I'd be more then happy if you couldn't dock when flagged.
Ducking in and out of pos shields is almost as bad, but at least you can take the pos out. Get a Dread or two on site. If you can't cover your dreads while they do thier work, then you don't deserve to kill whoever or whatever is parked inside.
It's not that I want cloaks taken completely out of the game. I just don't think any player should be able to "dock up" anywhere in space they happen to be.
