The reason might be that it gives better resists. The difference in Evefit is very significant from 339 to 400 at my level of skills for uniform damage distribution & it is cap stable with only 1 CCC. I would be curious to know your rational for the obvservation though.
umm maybe because CDFP has nothing to do with resists and everything to do with shield recharge. In other words, you are mixing active and passive tanks.
If its cap stable with one CCC perhaps a damage rig would be helpful ??

My cerb fit:
5x TechII HML
1x Tractor
---
1x DG small Shield Booster
1x "Copacetic" SBA
1x Invul II
2x rat specific hardeners
---
2x PDS II
2x BCS II
---
2x CCC I rigs
I generally use this for level 3's and running exploration sites. It tanks well and can perma-run the booster @ >50% cap.
It's faster than a drake, comparable DPS, and 30km more range. I do miss the drones at times though.

Whatever the technology being deployed it still gives a greater defence as depicted in Evefit so its not all bad. When I build another Cerb I will look at the damage rigs as well as a comparason.

^ Only works if you have half decent shield skills
I have a passive Drake with good shield skills but alas my missile skills suck at 1 million SP so I like the Cerberus as it has extra missile killing power.
