The hard work, sacrifice, efficiency has kept the Caldari Militia strong in the face of all opposition. Neither anarchists nor seasoned fighters could keep the Caldari down. Almost all systems the Gallente took have been retaken, we will take more systems as the Gallente are in complete disarray. Several key corporations have abandoned the Gallente knowing full well the price to fight is too high. Caldari fleets now roam Gallente high security, almost unopposed. The Gallente commanders can scarcely control what is left of their militia pilots. It seemed like only yesterday when the corrupted media, so many were crowing about how the Caldari Militia was in chaos. Well that was never true, the Caldari always adapt no matter how many allies come and go, no matter how dark times get. By this action the Caldari State, and all its partners, have demonstrated that there is no limit to the potential that may be realised by the spirit of Tibus Heth and Caldari superiority. Congratulations go out to all pilots who helped the State to this first victory. Tens of billions of workers, all of them volunteers, gave their effort to the assembling of the most powerful Navy Fleet the Galaxy has seen. The War is not over however, like stubborn hang nails, the Gallente continue to resist against a superior military . There are also motley groups of spineless, honor-less anarchists that must be dealt with. Remember; the State Protectorate will keep you more protected from terrorist groups, many of our key leaders and fighters are now safe from their tricks. Frustrate and anger the enemy so they cannot even reach you, anarchist emo will be their downfall. How is it that this small State, that had its home planet stolen from them one hundred years ago by the Gallente thieves, survived? How is it that a Titan of a man Tibus Heth has risen to lead that State to greatness and retaken the home world? It is the core spirit of the Caldari, that of unyielding work and fight that led us to now and the future. What now for the black and blue plan? We will continue to push the Gallente back and demoralize them and their allies. We will take their systems until they yield and surrender then Tibus Heth can decide the spoils. Interestingly, Heth's higher purpose seems to be to devour a large portion of the Federation, which I can't say is any less self-indulgent than what you expect piracy to be.

Heth is minimizing civil unrest... and it sounds like you believe it as well, so I don't see what the problem is. Less internal "skirmishing" is a good thing--for the Caldari people, at any rate. The former CEOs who committed suicide were not worthy of the State and were flushed from the system. Retaking Caldari Prime was certainly no act of selfishness (if anything backwards-thinking, pre-Heth Caldari made it a risk for him to attempt such a gambit). Far be it for me to get into the details of Caldari life, but it seems that Heth was a net gain for the State.
