However, I wouldnt mind a Webpage that I could use to switch skills on a computer that doesnt or cant have EVE installed on. I could say, access it on my cell phone.

I really dont see the problem with skill quing a small number of skills. The feature is basically an accessibility enhancement. It allows people at a disadvantage (those who can not connect to eve on a daily basis) to use eve without the full ramifications of that disadvantage. They at least get skill points. They still dont get ISK, experience or fun from playing, but there you go.
The EULA states Ebay selling is not legal, and if CCP have an issue with it then they need to enforce it. Ebay is not a valid argument against skill queing. I dont see why people paying for the game should be needlessly penalised for not being able to play the game all the time. A Que system is simple, benificial and not unbalancing. The people i've heard that have a problem with it are the people who get to play all day. Lucky you.

That's not a good idea partly I think. Well it would be if your training the first two levels of each skill maybe.
But say if you are training 12 hour skill and say your day spends that time. That wouldn't really be a necessary program. Nor for day(s) week(s) and month(s) training.

As was stated b4 : dream on, this will never happen , when people forget to train skills and lose time this automatically saves up the "content" for the player saving ccp from coming up with new "content" and is therefore good bisiness.
