1. frigates != easy targets to big ships 2. frigates = ships that can still shoot back, if fitted 3. many veterans would feel lax if they spot "oh, t1 frigate in web, easy target". 4. everyone loves cats, especially on the internets

Maybe someone should sticky this in the new citizens forum in case newbies start aiming at ships they obviously cant fly properly yet due to lack of support SP...
EDIT: add some tips for the newbies that The Analogy can portray:
a. use small ship maneuverability and small signature size to your advantage and render larger weapon systems unable to track and deliver damage b. you can still fight back, albeit ineffective on your own, in groups of mice-err... frigates, you can make the cat-err... big ship pop, or at least run him off with his pride thorougly smashed c. if it gets SNAFU really quick, make like the mouse and run. No sense in dying in a small ship only to become one more killmail statistic. -

No fair, cats can still find 1v1s. I say nerf cats. Cats are cool though.. they look each other in the face before they fight. Pretty bad ass.

t1 frigates can be useful if you have skills good enough to properly fly things that are better than t1 frigates.
