Is there a point to taking this skill past Rank3 or 4? It seems like the 15 to 20% reduction compared to %25 wont make too much of a difference.

It is level, not rank: rank indicates how hard the skill is to train compared to other skills, level is the degree that you have trained the skill. Thermodynamics can only ever be rank 3.
And yes, training it can be worthwhile if you overheat your modules often.
Going from a 15% reduction in damage to a 20%/25% damage reduction is the same as going from a 17.6% increase in life expectancy to a 25%/33.3% increase in life expectancy.

in contrast, however, overheating in itself is meant as a last-ditch effort, which is why you get module damage because you're forcing the module to run beyond operational limits.
Some swear by it, others only use it when the shit hits the fan. Up to you to decide depending upon how you fly your ships if that extra level is worth it. -

Taking it to 5 gives about 5secs of additional heat time on my Mega before a gun fails. Like every skill in eve, it's worth it if you don't have anything more worthy of your training time.

In EVE, many, many skillz are well worth training to 4, but not to 5. Basically 5 is expensive, and often you don't need whatever it is that 5 gives you all that much.
There are exceptions, however. Tech 1 ship skillz should be trained to 5 pretty soon, and many tech 2 ship skillz should be taken to 5 in the longer term (stopping at 4, then focusing on other things, then later returning to finish off the skill).
Personally, I'm very unimpressed by Overheating and the Thermodynamics skill. I've trained Thermodynamics to 4, but I feel that I get very little benefit from it, so I'm extremely unlikely to bother training it to level 5, ever.
