One can't define good or bad in a game like EVE. Good and bad are in the eye of the beholder in most cases. Offcourse you have those that are only out for their own pleasure, nomatter what they have to do for it.
Altruistic gameplay will get you nowhere, so sometimes you have to be selfish to advance yourself. Even socalled Carebears are somewhat into PvP, be it without shooting and podding,, they still try to get their cut of the sales market wgich means undercutting someone elses livelyhood in the game.
Competition is the main thrive in the game and only by participating in the competition you will advance. Some advance solo, some in Corporations and some in Alliances. But the common goal for everyone is to advance and get as much potential as possible out of their character(s), Corporation(s) and Alliance(s).
Howfar your willing to go to achieve those goals you have set as a player and as a group is merely a tool. One group will say it's common gameplay that group is doing and nothing evil in it, yet another group will call their actions ruthless.
So as you see, some will go to further lenghts to achieve their goals, but to call them bad for it is just a matter of impression.

Providence area which is mostly CVA territory is populated by many people from different groups. The people that live there follow CVA's rules, which include no piracy, NRDS Not Red Dont Shoot policy and the area is open to neutrals to mine and rat in. Who is the good/bad guys in eve depends on how you play the game, entirely. To take derelik/Providence as example : If you're minmatar, or pirate, you'll hate (i.e.) CVA,,, while, if you're amarr or empire-aligned, you'll hate PRETA (Ghost Festival).
That goes for all of eve, imo. It all boils down to where you live, and what you think is "your thing" in eve.

To put some things in perspective: 1. It used to be a common occurrence (or at least more common than today) for devs to interact directly with players. The first T2 BPO was spawned in the wreck of a dev-controlled Jovian ship (read the history of Eve thread) that was put in space specifically for players to find and destroy. This. It really is a horrible thing to say, but I much prefer BOB to goonswarm + russians. Out of all the really major powers, BOB is the one I'd rather support.
As for the 'good' guys, CVA do a preety fine job for a bunch of Amarrian scum.
Also, us pirates are good in a way. We don't discriminate, we don't do politics, we'll stick to any deals you might have with us, and we generate a lot of demand for ships and modules.
