The underlying principles behind this idea are:
1) promote non-consentual pvp 2) discourage afk-traveling 3) make navigation a bit more interesting
Storms are a common occurance in the universe. They create enormous disturbances in all warp drive operations for very large areas of space (can be several AU's wide). When a ship in warp reaches a storm, it is automatically pulled out of warp. It will, however, end up about hundred kilometers deep inside the storm's warp disrupting field. In order to warp again, the ship will have to use its thrusters to fly back to the edge of the storm.
If a storm happens to form between two high traffic gates, the chances are alot of people will warp straight into the storm and be caught in it. This would be ideal for the pirates for hunting their prey in lowsec space. No sentries around and a huge natural warp disruption field to prevent their prey from fleeing too easily. It would in essence be a natural PvP arena that is quite hard to flee from. It works both ways. When the cavalry would eventially come, the pirates would also have hard time warping out.
An autopilot would simply switch off when hitting a storm. If ambushed by pirates and trying to log off, the ship would naturally not warp anywhere but rather remain stationary. Ransoming would suddenly become a much more viable option than what it is now.
To make things fair, the storms would be visible in the directional scanner. If you wanted to make sure you would not be pulled out of warp by a storm, you could always use the directional scanner to the nearest celestial object to determine if your path is clear. Many times you wouldn't be able to scan all the way to the next gate, so you would need to hop to planets and moons on the way. You would also be wise to listen to the weather warning channel and report your findings there. But all this is optional. You could still just use the autopilot and just fly back to the edge of the storm and then plot a new course through the system. Less hassle, but more risk.
The key question here is the frequency of these storms. It must not be too common to be pulled out of warp or it just becomes a common nuisance, but it must be common enough so that it will have a significant impact on pvp. I think they could be as common as in having a storm in a system 50% of the time. But since the systems are large, it would not end up on common warp paths too often. A storm in the average could last about 24hrs, then vanish and be born again after another 24hrs in some other location. For gameplay reasons alone, a storm would never completely envelope any warpable objects like stations and gates. It would be a major nuisance to be stuck in a station for 24hrs just because there's a storm out there.
Yes, an indy pilot would be wise to check for the storms carefully, if not wanting to end up 100km deep in one. It would take quite awhile to reach the edge of it...

Perhaps some formula dependent on level of Jumpgate traffic would be appropriate. The theory being that these storms are themselves slowly generated as a side effect of warp flight through an area.
So perhaps:
Each jump in system adds one point to warp storm total. After several thousand points collected, a storm forms somewhere within the star system and the warp storm total is reset to zero.
To remove a warp storm perhaps some form of mining system could be introduced.

What is with non-consentual PvP? There is PvP but you would have Eve be a pure first person shooter. If you try to force a section of player base to do what it does not want to do, it will leave thus hurt the game. Area's of PvP: 1 - 0.4 to .1 but with a sec hit. 2 - 0.0 with no sec hit. 3 - Wars with oo sec hit. 4 - Corperate or sanctioned player events. Non-consentual PvP pure and simple means you want to shag an unprepared player in mid flight in high sec space and not engage in PvP where both parties are ready for it, plain and simple. On top of that, when the unfortunate person on the loosing end of the non-consentual PvP action complains, you advise the person to be smarter or better prepared, adding insult to injury. I am all for PvP and do very much enjoy it, but there must be room for safe comerce and player activity in order to maintain a diverse player base and grow the game.
I don't understand the whole thing against AFK travleing. If I have a mission that takes me 32 jumps to complete, most of which through high sec space, I am going to take a break during that flight to: 1 - Use the bathroom. 2 - Get somthing to eat. 3 - quite posibly do somthing else during that time.
I agree with storms and making navagation more interesting. You would think they shields may take damage once in a while if not the armor or structure due to "space storms" or other space phenomona.

Storms that would Damege my shields and or hull sure i can go for that but for them to turn of my AP no way
Traveling in EVE already is a slow process (and useally rather boring) and anything to make it more interesting would be good
on the other hand me losing a BS in 1.0 due to my shields failing and my Aromor being demolished by a storm would upset me so i dont know what the Balance would be Thank You Paw Sandberg

Storms that would Damege my shields and or hull sure i can go for that but for them to turn of my AP no way
Traveling in EVE already is a slow process (and useally rather boring) and anything to make it more interesting would be good

No not really 
i want to see the game more intersting while traveling however if i am away i dont want the damn AP offline (the bug that does that in anoying enough)

Well, I'll save you the trouble and tell you want it is that I want. I want a little bit of excitement and dynamic environments to the lowsec space that I like to travel. PC rats sitting at the gate don't seem to be doing too good a job, so I figure they could use some help. A little something like the storm that I've painted could do that very well.
It would be a random occurance. It would not stay statically at one spot for long times. A storm would be a local event just in itself. Travelers would warn one another about the storms, (and ambushes in them) which would encourage more player interaction. There would probably be a "storm" channel that travelers and pirates alike would be wise to listen to and use for reporting their findings aswell.
The storms would only really matter in .1 to .4 space, since in highsec you'd get busted by concord if you tried something (even in a storm) and in 0.0 you can do whatever you want anyway. If you don't want pvp, you would simply stay out of lowsec space, just like it is now. You would still take the security hit, of course - and you wouldn't be able to escape so easily if the "good guys" were to show up.
Just to make lowsec empire a bit more interesting, that's all...
