Although we cannot see every single ship lined up outside, I am guessing that each "block" is similar to the ones we CAN count. And that is 1 Titan 4 Motherships 200 Battleships 40 Battlecruisers That's 245 per block. 28 blocks x 245 = 6860, plus the Ceremonial and Personal guards lined up in front...

The net becomes clogged up when those ships are actually being used. and as for purely handling that many models at once, I honestly think it can. As i have read Empyrean age, i do not imagine that the Amarr Empire has really anymore capital assets than what was shown in in that video. and the Amarr Empire is shrinking Daily in minerals as well as in manpower. I believe they have shot themselves in the foot but having such an elaborate ceremony in terms of military intelligence.
