Really, the last few patches have all boosted Caldari, and that trend is likely to continue. They currently have some of the best:
Battlecruisers (Drake)
Battleships (Torp Raven)
Recons (Falcon)
among others
Drake hits like a wet paper towel or you have the HAMDrake, which is simply meh - but not exactly better than a Cane or a Harb.
Torp Raven is HARDLY the best BS (Geddon for example)
Falcon is a flying coffin - unless you are very prepared with more than one, have safespots everywhere, etc.
Please. Please! Enlighten me on which other Caldari ships are the best at their roles?

Drake: All Tier 2 BC are very balanced towards each other with equal skills. To be mildly competitive in small gang/solo pvp, you pretty much need max skills with a drake to hack it and fit it proper.
Raven: The raven is a superb support ship because it looses most of its functionality when fitting tackling mods on it, especially compared to other BSs and their ability to do full damage/tank with full tackle and generally w/ a larger drone bay.
Falcon: The falcon is balanced because it can only do one thing and thats Jam. No tank, cant tackle, can't solo, no dps, and plenty of counters. Sure its a pain in the ass and but all recons are. That's their job.

I wouldn't hedge bets based on assumptions about how a race will perform after the patch.
At the moment I feel like gallente get some of the best toys... And if Caldari are going to be more common after the patch.. gogogo amarr EM dmg kings?

Though its intended design is for battleship level ECM, the Scorpion's one of the more flexible battleships in the Caldari arsenal for gang and fleet ops. It can swing for blasters/rails or for missiles, or even a mix of the two for decent damage output, and if you're not of the ECM persuasion, its wide range of midslots make for wicked tanking or tackling potential, or you can go hardcore on sensor boosters with resolution scripts and push your lock on times down to near cruiser levels. You just need to know what your support elements are and plan appropriately.
Caldari ships have never been very good solopwnmobiles, except when you face an inexperienced opponent, they're fleet ships. If you've got a group of 6-10 people, that's where they start to shine.
In the event of an emergency, my ego may be used as a floatation device.

Gallente were the big pwners. Farjung and his blasterthrons destroyed.
then nanobs and nos domis kicked it
Then blobs became big. Which is purple raced.
Nano***s then took over.
In the future speed nerf gives caldari the big advantage because missiles always hit basically then.
Which spawns epic nerf caldari threads.
nerfs caldari
Which leaves only amarr pulses as good or blob. blob will always be king.
