There are modules that give you extra target locks. It's pretty easy to get over 10 locks. I really like the certification idea but the current ones are flawed. The drone ones are crazy. It's wrong to need active shield tanking before you can get passive. A skill that most passive tankers avoid at lvl 5 is needed for the Elite passive tanking certification which is wrong. The gun ones are not much better. Lots of them are just flawed. Some of the skills elite passive tankers use are not even in the Elite certification. But I guess its not finished and still being worked on.
It's a good idea that needs a little more tweaking.
EDIT: I number of areas I consider myself Elite in like Drones as I cannot get any more damage out of it and there are no more useful skills to train, yet Certifications show me as a standard drone pilot. Reading the Dev blog I see this is only the first pass. Hopefully stuff like this gets fixed.

Anyway I dont use them to auto lock things, I use them for extra locks.

about medals
-will it be possible to buy / sell medals and i bet if it will be possible, it will be only as 'collectible' ? -can a corpo remove the right to own some medals if afterward the owner behave badly or even worst, turn to be a corpo thief / spy ?

It will most likely be solely in-corporation, and not tradeable, just a tag in your character sheet or in the corporation UI. They most likely will, this is to prevent turncoats from keeping their medals and boosting 'credibility'.

I'm not asking what they are currently designed to do, I'm asking if there is a possibility of CHANGING the concept to something more frigging useful than what is essentially achievements to show off with.

As for the complainers, the only legitimate argument is that time spent devoloping these features could have been used on something else, but that's ridiculous, as it assumes these simple features took a long time to develop. And very few can argue that these changes detract from the game. Point your NERDRAGE! cannons at the speed nerfs if you need something to complain about.
(edit) The blog entry even mentions that the New Player Experience group developed certs, so its not like they would have been working on anything that would have affected current players otherwise anyway. ---
