Those certifications appear in the decorations tab in the character info screen IF the player chooses to make them public. They're hidden by default.

It all seriousness, the certificates are a great idea. They show player accomplishments, give players something to aim for, and help newbies understand where skills fall into with a visual chart. It shows them where to start and what to aim for to be good at X. - - - Aloriana Jacques - Skill Sheet

Made a spangly medal with all the bits - cost to produce was 25mil. I then awarded this medal to myself (obviously) and this cost a further 1mil ISK.

Well it allows players to fine tune their focus on a specific skill set (for certs) and allow corp CEO to review who has what skill sets (handy).
The medals are a bit of fluff sure - but morale wise you can now reward your corp pilots. Seeing as medals cost to make, and hand on to a player they have a intrinsic value I guess.

Some "blank" certificates (elite starter professions, elite leadership, etc), a couple of certificates that make little or next to no sense, missing certificate levels... looks like there's a LOT of work still needed there.

I'm not too sure about the value of player created medals, etc. At their best I think they're just fluff though I can think of a few places where they'll be seriously considered & used - so that'll be good.
I do like the NPC (e.g. CONCORD) issued certificates. Again, fluff - but they add some nice, extra depth to the game which isn't a bad thing at all.
I also like the Hull Tanking example

Seriously, the entire structure of it is just too much, and all these new names for each package.. I think this means EVEs learningcurve just went backwards a little bit. There shouldn't be a different section for every level (basic, standard, improved, elite) instead, you should right-click on the basic and just select "level it up to standard/improved/elite". That would reduce the amount of categories and tabs by 500% :P

Don't know if it's been said already but just checked and so far on the test server it costs 25 mill to make a medal, and then 1 mill every time you hand one out to a member.
A member can receive the medal a number of times also.

Great idea, and yes still lots of work needs doing. It would help recruiters out a great deal when it's finally implemented and can be turned on and off, or just given access to ALLOWED characters/corps/alliances.
Of course hopefully you can chose which to reveal or hide. I mean what Miner out there wants everyone to know he can also fly stealth bombers and create cyno fields? Life is about memories the more the better.

You know that CCP is more then capable of working on and fixing lag as new technology and more manpower/money allows.
The problem is, CCP cant control your shitty internet connection, on your shitty computer, running on a terribly configured operating system. No matter how good CCP makes the servers, and reduces lag, if you don't know anything about computers, and think you just plug it in and go, you will lag. period.
TL;DR- Dont complain unless you understand what your talking about. Unless you have a formal education, or you work in IT, you don't know what your talking about.
If I can run eve lag free on a 2 year old computer, with internet that is in the lower 20th percentile of the United States for speed, then I am sure that if you have the know how and better circumstances you can achieve the same results. If you don't have the know how... learn.
Christ the people that ***** about lag constantly **** me off... 99% of them either don't know what they are talking about, or they are just completely ignorant. And don't ***** about node lag either. You keep adding people until it inevitably lags for some of you or a node crash happens. If you expect crap like that not to happen, don't kid yourself. Thats not CCP's fault.

Funny certificates are awesome....sadly hull tanking cert is basically the only funny one I saw.
The rest of the certs are fairly standard and I am guessing they are supposed to help new players train properly for their ships. Except I can see new players training useless skills like it wants you to train Multitasking as part of Core Competency skills. But no one trains multitasking, dumb skill. Ditto for controlled bursts, the certs want me to train it to level 3, but I am minmatar. That is stupid for me to train. So instead of being Turret control Elite 5/5, I am turret control basic 1/5 solely because of controlled bursts.
So certs are pretty much useless fluff. My suggestion: Make all the certs into funny jokes. Maybe give people a small LP award for certs? Sekret rifter with 8 lows?
I'm not a CEO so I cannot test the custom medals system but it sounds pretty fun.
Useless fluff all the same, but hey it is the INDUSTRIAL EXPANSION, so if you don't like it, feel free to blow up every miner and manufacturing POS out there. --

The certificates are definitely helpful for new players - they not only provide a decent training path for new players right out of the tutorial, they offer recommendations on skills required for basic ship operation, basic tips on module and skill usage, training paths to specialize in certain module operations, blah dee blah.
And, really, they might've taken some work to put in, but I'm betting it was no more than the advanced tutorials and mission lines added for new players. __________

It's a player-created medal. This is NOT in any way like achievements. Whoever (the CEO? can anyone else?) has the power to award you the medal gets to decide if you deserve it or not, CCP has nothing to do with setting the conditions for getting it.

You can delete and remove medals you don't want, as well as hide any medals you have from public viewing (they're hidden by default)
Also, each medal awarded costs a million isk, so its not like you can be spammed to death with terrible medals without it costing some money
You can only give medals to your corporationmates from what I've seen but I don't have alliance-level permissions __________

with medals costing 1m each... you know if someone has a medal (be it 'ultimate ******' or 'made of pure win' you know they either deserved it or, in the latter case, is the CEO) ..
as for the certifications, as stated, they're good for new pilots to get a handle on what skills they need to aim for... but also, for instance if you want to limit the pilots who get to fly carriers/motherships/etc. in fleet ops to those with only a set number of skills at a specific level, you can now make a certification called '*ship* class fleet certification'... and that's it.. gives an easily overview for CEOs and fleet commanders to see what their pilots are capable of.
and hey... if you're flying ship A, and someone with a mind to attack you checks your info and sees you've got ELITE class certifications for everything about that ship, he or she might reconsider.
*shrugs* just a few thoughts.

How about just making it unrestricted? If I'm impressed by someone from another corp/alliance, why shouldn't I be able to give them the Merin Ryskin Awesomeness Award? It's not like anyone would bother abusing the system, it would be kind of pointless to pay a million ISK to give someone an "EVE's Biggest Noob" medal that would never be public, and just get trashed as soon as they saw it.

This seems like a nice idea. It would be a nice isk sink and a fun but costly way to express your oppinion about someone you hate or like. You can abuse it, but medals like "I'm going to kill you IRL" or other abuse are covered by the current rules and as said you can just thrash it. -insert name- seal of approval or similar medals could even have value(not isk) and use in game.

I'd also point out that there aren't really any ship-specific certificates (Ie, there's no uber-raven-pilot cert), so its not like even if they were visible that they could say "Hey, he's going to be in a cerberus with <insert mods here>".
Instead, they can just guess based on your displayed certificates - and if people do try to predict your ships you can fake them out by displaying minmatar spec'd certs and flying a Falcon or something. This is not difficult. __________

If you're only specced for one thing, then yes, it's free intel. But if you, like me, can fly all 4 races and have trained all weapon systems, it's impossible to tell what I can do to you, until you find out what I am flying. I may be Gallente specced and love my Domi, but I'm not bad in a Scorp, Geddon or Phoon either

There are modules that give you extra target locks. It's pretty easy to get over 10 locks. I really like the certification idea but the current ones are flawed. The drone ones are crazy. It's wrong to need active shield tanking before you can get passive. A skill that most passive tankers avoid at lvl 5 is needed for the Elite passive tanking certification which is wrong. The gun ones are not much better. Lots of them are just flawed. Some of the skills elite passive tankers use are not even in the Elite certification. But I guess its not finished and still being worked on.
It's a good idea that needs a little more tweaking.
EDIT: I number of areas I consider myself Elite in like Drones as I cannot get any more damage out of it and there are no more useful skills to train, yet Certifications show me as a standard drone pilot. Reading the Dev blog I see this is only the first pass. Hopefully stuff like this gets fixed.

Anyway I dont use them to auto lock things, I use them for extra locks.

-will it be possible to buy / sell medals and i bet if it will be possible, it will be only as 'collectible' ? -can a corpo remove the right to own some medals if afterward the owner behave badly or even worst, turn to be a corpo thief / spy ?

It will most likely be solely in-corporation, and not tradeable, just a tag in your character sheet or in the corporation UI. They most likely will, this is to prevent turncoats from keeping their medals and boosting 'credibility'.

As for the complainers, the only legitimate argument is that time spent devoloping these features could have been used on something else, but that's ridiculous, as it assumes these simple features took a long time to develop. And very few can argue that these changes detract from the game. Point your NERDRAGE! cannons at the speed nerfs if you need something to complain about.
(edit) The blog entry even mentions that the New Player Experience group developed certs, so its not like they would have been working on anything that would have affected current players otherwise anyway. ---
