I really think that the local nerf is an attempt to reduce number of 0.0 ratting macros. Not sure that it will work, macros can be pretty sophisicated these days.
Saw a post a couple days back saying that before I started playing the map gave out instant information on numbers in system. Having perfect information was a deterent to blobs, and increased the number of engagements as it was easier for people to find targets. If anything might make sense to move back to that model.

This is NOT the problem with cloaking. The problem with cloaking is that detection in this game is all or none. Either you are 100% locatedable or not. The only place to hide in games is in a station, POS, or cloaked, any other location is 100% vulnerable to scanning within a few minutes of a prober with even medocre skills.
Nerfing cloaking turns scanning into a "I win" button. With eventually result in them nerfing scanning as well.
The real solution is to have real places to hide in the game which currently do not exist.

Agreed. Cloaks should require an amount of cpu based on ship volume or mass, making hard for a BS to cloak (unless black ops) and impossible for anything bigger to cloak.

I still don't get what people's problem with AFK cloakers is.
If they're AFK they can't do anything to you

How about adding a "tachyon leak" that increases the longer the ship remains cloaked, a very small %/minute. This leak also resets if you uncloak/recloak so you can still annoy 0.0 ratters by staying cloaked around their system as long as you decloak and move around safespots every few minutes.
These leaks can be detected by new specialized "tachyon probes". The stronger the leak, the easier is to pin point its exact location within a range where your gang could use grid searchs with bombs/smartbombs to decloak it.
This will give a tool to get rid of afk cloakers the longer they stay cloaked. Also allows you to still permacloak your scout alt 50km of a chokepoint gate to report incoming hostiles while you rat with your 2+ other accounts two systems away
