Yes a carrier can do lvl 5's alone
Yes there are carriers in hi-sec and they can mine and such..
I used a single armor logistics on a navy raven
Fitted with 3x khanid eanm 2x khanid bcu cnr with 3x range rigs 7x t2siege
Med slots are empty, looks funny.
Giving 65-70km torpedo range and it blew through the last 6 level 5's I've done.

I think you all miss the a few hundred carriers remote repping each other and ganking the fk out of everything thats probaly why not or can concord insta pop those too?

3 Concord battleships dump the cap of a capital ship in less than 30 seconds, with no hardeners concord hits you for about 3k wrecking non stop. So you die about 50 seconds after that In a chimera.

Look, I'm going to put this one down right now. I rat in a carrier. I run high end cosmic anomalies, and even a few hours camping belts when the spawns are right.
They're nice for firepower with the fighters, that's about it. As far as tanking goes, they're actually not that impressive.
First off, you may have scads of shield points and resists you can push into the high 80s with T2 components, but you also have a sig radius that pretty much ensures whatever hits you is going to be hitting near the peak of its damage output. In belts and cosmic anomalies, its nothing particularly threatening, but throw in NOS towers, NPC jamming (yes, kids, Dire Guristas can shut the big guys down as easily as anything else) with warp scrambling frigates, and you may actually be shocked at the kind of trouble you can get a capital in against NPCs. I'd honestly have serious second thoughts about putting my Chimera into a level 4 Worlds Collide, because the Tech 2 Battlecruisers can be tanked out so much better to cope with the sheer battering power of the rats in them.
As far as damage output, the fighters are pure sex against battlecruiser and battleship rats. They're ok against cruisers, and against frigates and destroyers, they suck horribly. They don't autoaggro successive targets like drones, so if you get jammed up, you're basically piddling your putz waiting to lock on again, praying you can lock on before they start jamming again. Standard drone swarms are nice, but realistically, you can do that kind of firepower with a pair of battleships better equipped to deal with the damage output of the NPCs at a fraction of the billion plus ISK you're spending on the carrier.
I only carrier rat because I get bored as hell doing logistics and POS bashing and I'm not overly keen about sticking it in a station that I could lose access to or get camped in, or at a POS where I've had stuff stolen from me before.
Capital ratting is a novelty thing, its NOT the best or most efficient way to get the job done. In the event of an emergency, my ego may be used as a floatation device.

And even refusing them isn't that bad, the faction standig loss isn't bigger as refusing level 4s, its something like 0,01%, you can refuse dozens of missions and repair the faction standing loss with one level 4 storylines. If you train your social skills, the agent/corp standing loss of 3-4 refused missions will be repaired with 1 successfull (at least when you are close to the magic -2 barrier with diplomacy skill at 5) mission. Build up your faction standing, learn how mission-picking works, and there is no problem. Don't know why there are recently so many posts about allowing caps into highsec. As someone mentioned above, most of the missions have acceleration gates anyways.
