So.. lots of people complaining about blasters, are railguns worth using? I can see them being fitted on BS but should I use them on cruisers too?

If you plan on fighting at any range other than point-blank the railguns are useful. Besides, I'm never gonna give you up, never gonna let you down |

Can rails track well enough from an cruiser orbiting with mwd? or will i have to use afterburners?

RailGuns are useful in close combat missions i havent had any problems with them. But for pvp if you use rails on your ship you wont get that great of results as say the blastors will perform

Inside 30km (tackle range) rails are worthless even at very low transversal speeds, they are a long range weapon that hit for low dmg at long range as long as the target is not moving at high speed.

I dont understand the question.
Railgun is sniper long-range weapon.
Is sniper long range weapon useful? Yes, if you need to hit targets from long range. Is it useless in any other application other than long-range sniper setups? Yes, obviously.

My experience with 650mm artilleries + 2x TE IIs + faction ammo - which naturally track way better then 720mm arties or 250mm rails, should be on par with 200mm rails I think - suggest that they actually hit quite well in the 15-30km window (even vs many speedfit targets, they hit - I soloed a Gistii-B+poly Sabre in one some days ago).
Any closer then 15km and you're in big trouble, as your own movement starts being a problem - and of course, burning sideways at full speed will cause you to miss in the 15-30km bracket, you've got to watch your speed vector to minimize transversal.
