I have trained to fly a phobos and to fit a warp disruption field generator. I have tried various fits but can't seem to find one that will have a good cap usage. The ship will be used for camping, war target attack and general PvP usage.
Please can someone recommend a fit that would cover these areas.

I used the Corelum C-Type Energized Adaptive Nano Membrane's as I was tight for CPU... Can swap Ion blasters out for Electron if you need more CPU/PG to fit (or implants).
Works well for me but I'm sure the forum trolls will say otherwise...

I have had to swap for Electrons but apart from that fits perfect and cap at 59%

One really big thing when fitting a HIC is knowing whether it will be used in 0.0 or low sec. Your OP makes me think it's either low sec (war target attack) or both.
Thing you have to remember when using a WDFG is that you can only bubble in 0.0, you'll need the scripted locked version in low sec. That means you really want to have a fast lock. I would seriously consider a dual sensorboost set up, or have a nice gangmember with remote sensor boosts (used a lot) when doing low sec. It's nice to have infite warp strength point, but in low sec you will still need to put it on your target and HICs, even with a single sensor booster, let a lot of targets escape.
Other than that, that set up looks fine.

wouldn't use a phobos for 0.0 warfare. there are better options in that area (onyx, broadsword).
devoter and phobos -> low-sec due to need of medslots for sensor boosters onyx and broadsword -> 0.0 cuz you will need a freakin' big tank to hold out the WDFG in field mode while your fleet pounds the hell out of them. ---

eh feel the opposite. Shield tanks are better for low sec, no need to burn cap 800s to tank sentries, also the armor tanks have more EHP than the shield tankers so they have bigger freakin' tanks.

I would consider going for a fit with one less repper and a lot more buffer - ditch the injector for a (nother) sensorbooster or web, and fit NOS in highs to gain cap; your dps is pathetic anyway.

true, but then again, the shield tanking ones require no cap for their tanking, wich means allot if you're doing long hours of gate/station camping in hostile 0.0
and it's not quite that on the armor tanking ones having more EHP than the shield tankings.
using T2 fits and stuff, I cannot see how a devoter can have more EHP than a fully passive onyx, unless you sacrifice your guns totally, something that I don't like that much, since I don't like to ditch bonuses ---

The phobos I posted has more EHP than a fully passive Onyx/broadsword. The devoter has more EHP than the Phobos. Ergo, the Devoter has more EHP than the Onyx/Broadsword. The phobos is the highest DPS HIC, and HIC DPS is irrelevant. so yeah.

Grim..i would consider DPS on hictors very last concern, its pathetic anyway and yoru survivability is much much more important than your DPS.

that's what happens when I start to skip on EVE
still, however, sometimes you have to compromise. the reason I prefer to use medium guns in the setups is mostly because we usually roll in gangs that mostly have no more than 10 people, and every bit of firepower you can pump out of a ship is needed.
