tank slots are the same slots used to tackle: check
so what exactly would you be bringing to a gang from a caldari perspective now?
Its a falcon isnt it?

in caldari you can have:
PVP
Solo

Big range, big EWar, and big tank (if you aren't also fitting for tackle.)
Ferox can sit back with the battleships and bombard with an optimal of over 100km. Same with Eagle and some missile ships (with maxed missile range skills.) It's something, at least.

Do the maths on a torp Raven, and then compare to blaster Mega. You'll notice that you're doing blaster-class damage at much better ranges than that Mega is (versus other battleships). That's serious firepower, with the ability to quickly switch damage types (now that weapon linking is in).
Rokh has always been pretty solid.
The Cerb rocks now. Eagle is still decent. Drake has always been a good low-cost platform.
...and then of course you have your BB, Rook & Falcon.
I don't see the problem.

Scorpion, Basilisk, Crow, Rohk, Buzzard, Hawk, Harpy, flycatcher, cerberus, eagle, Onyx. Just to name a few that still work well in a group

Easy.
Cruiser classed sniper - Eagle
Cheap tank - Passive Drake
Expensive unbreakable tank - Passive (or active) Vulture
Tanking Tackler - Onyx
Still can do some pretty impressive buffer tanks on like the scorp and such.

When you pop a caldari pod, you get a new achura female(hopefully) into your cargobay.

With a harpy or hawk, you can now speed tank or sig tank a medium or large POS.
You can even do this AFK for hours in 0.0 and run a pos out of guns...
Example: large tower with 10 launchers and 20 medium/heavy guns--One harpy can easily run that pos out of 30mil isk of ammo for zero losses...
Next, a group of 10 harpies can take out all the mods on a medium -large pos by speed tanking, warping out, and swarming the guns... Once the webber batteries are dead, the harpies can even kill all the guns and mods afk by circling them en mass then coming back every 5-10 min to reload.

Apart from agreeing totally w. my fave Goonie * tickles Ess * I have these slightly longer suggestions...
* Drake or Onyx with FOF missiles in cargo. While missiles suck, a shield tanked Onyx with FOF can still be fun... both ships have incredible tanking power and are annoying like h... to take down.
* Nighthawk - admittedly, I have 0 personal experience, but I hear they are totally amazing and I know they are very hard to take down.
* Rokh for long range sniping
* Cormy for short-range sniping (vide Agony Flyby classes)
* Eagle for long range snipering
* Kestrel, Kitsune, Blackbird, Scorpion and Falcon for jamming
* Manticore for a stealthbomber gang (yes, they can be fun and are not nerfed as badly as other missile ships)
* Torp Raven for pure in-your-face DPS
* Upcoming ships to watch for would be Hawk and Harpy - new setups for these two ships will appear on forums over the next two days based on the small non-nerfing that happened to them
In general, I would suggest that OP learns to fly frigs... sounds like he needs the basic skills of PVP and shipfitting. But hey, that's just me being mean.
... if anyone sees a trend in this snipering, then just blame Rells for teaching me Flyby in the first place...

10 Harpies taking out POS guns? I think you need to get out of your astroid belt a bit more.
