I've been playing EVE for about 4 months now and have stayed nice and safely inside 0.5 or higher. Do not worry, there is a reason. Because I know some of you are going to say, dare to life, risk a bit, carebear or whatever .. I'll give a brief explanation.
I work for a living. I have other things I have to attent. This means, unfortunately, there is limited time in which I can play and, importantly, make money to buy items or ships. 
I want to venture into 0.0 space (or a bit higher). But, I have no wish going up against masses of 10 million character skill point people. I wouldn't be able to match them equipment or skill wise. Instead, I am looking for alliances allowing safe passing through their territory. Either with some pass (ie: for ISK) or freely. This wouldn't make it safe...but a great deal safer.
Question: Which alliances have the infrastructure for this sort of thing, how many abide to them and how does one contact the needed alliance representatives?

The CFS alliance allows free passage within their territory. You can find members of CFS by reading the "Eve Corporations, Factions and Organizations HQ" forum. Try sending some of them an eve-mail or private convo in-game and they should help you out.

The CFS allows the querious region to be open to the public. Stations in querious are also open to the public. But be weary when passing into the querious region via A2-V27 because sometimes it is camped by pirate entities. make sure its empty or full of friends before passing through. stations in querious are in 9cg , 3bk and h74

Did you try beyond reading the first four lines? Really, your reaction serves no purpose other then giving me a bump or possibly a deluded rise in your personal status.
You could try to move yourself to someone else' worries or mentalities. Like I said, I have more then EVE alone to attent and more then just work. And you're a lot more up to par with the higher skill point characters then me.

Is your objection to going up against veteran players or to joining an alliance corp? Because if it's just the former, many alliances (even those technically at war) will have vast areas where little PvP actually takes place.
And if you do want to operate in 0.0 then the infrastructure and friendly pilots of an alliance will be invaluable - joining their mining ops or hunting gangs, calling for help if you find spawns you can't deal with etc. Most of us don't hunt or mine solo any more, so nearby friends are good to have!

If your a non pirate then try to contact any CFS members before heading down as a2 corridor tends to be a hot bed of pirates and cfs fighting them.

As for DreamWorks, perhaps I am short sighed. So I will try to illustrate my point with a short analogy. Prior to that though...
The best way through learning how to spend my playtime, or learning anything at all, is and remains a phenomenon called 'asking'. Which is something I've been doing. I have no desire to spend a lot of time trying to make fire when the ancient erectus in the next cave walks around with burning torches.
Drawing further on that, game time has a very important influence. You've had a great deal of time to learn a lot more. While I have learned the most amazing skills with my branch of wood as club and perhaps the capability of throwing stones, I'd like to minimize the chance of running into barbarians with 1400mm howitzers I can only dream of. I'd like to slowly grow and explore into this 0.0 and see if I appriciate it.

There was an experiment going on where several alliances pledged to keep a couple of regions open to the public. Help keeping it clean from pirates and fight to keep it open if anyone moved in and wanted it for themselves. That was Pureblind/Tribute/Vale of silent.
For reasons long forgotten and not relevant any longer, war broke out and that vision will never happen in a long time.
Was a bit sad to be honest.
Pureblind is still full of locals and neutrals in the war. If you want to feel Pureblind out, you should go to "Torrinos" and chat with the locals. I'm sure they can help you navigate around there and help you explore. * -"You know, we play the "good guys" right? CFS space (the querious regions below khanid) is pretty much free space but that means it's a free for all. Be careful, watch out for roving bands of pirates and watch yourself at the choke points. However, the space is free for you to mine and NPC hunt. A great place to head into 0.0 and some great friendly people as well as hostile groups who will kill you. You don't need to contact anyone to enter this region
Fountain has a passport system 1 mill per day to enter and NPC hunt. There are a number of contacts for this system. To get your passport simply contact a FA member and they'll sort you out.
Most other 0.0 regions are pretty much war zones and very dangerous to enter or operate from and as they're at war, their space is closed. Avoid these areas as there are multiple sets of alliances who'll attack neutrals often enough.
Personally i'd say try out the querious regions to get used to 0.0, and PvP'ers in all weight classes (low SP frigate pilots up to the 12 mil SP BS pilots).

I'd point out that while many alliances can be friendly, one constant all alliances have is that they hate surprise visitors. Someone who just shows up in their space may be a pirate or an alt for a pirate: since pirates are never really honest about their intentions, most people will assume you are a pirate, and blockade/pursue you accordingly.
When you are alliance space, you are essentially a guest in someone's home.
Here is a handy survival list of what to do in any alliance's territory.
1) Contact members of that alliance BEFORE you visit. The corporate boards or an EVE-mail can both accomodate this. If you can't find anyone that is part of that alliance, make some noise in local when you show up and let the nearby watchdog know you need attention.
2) Do some homework about the space you are visiting. Does the alliance you want to visit have a reputation for xenophobia? Are they at war? Do they have policies on visiting miners or hunters? Some systems can sound ideal (EC-P8R), until you realize there is a war on.
3) Don't assume alliance space is perfectly safe. Rats get big in 0.0 space. Don't expect to AFK mine, and certainly don't expect to find guards to watch over you for free.
4) Always be ready to leave at a moment's notice.
5) Talking smack WILL get you killed, or at least camped. Being a guest in someone's home means showing respect.
6) Never show up in a 'newbie' corporation. If you want to go into alliance space that badly and you aren't in a player-run corp, ask if any corporations are hiring.
7) Insure. Your. Ship.
8) Unless you are hunting for something specific that you know is in that space, its not a bad idea to avoid 0.0 altogether and just hang around in 0.1-0.4. That can get you used to the larger rats gradually, and the ores are usually decent.

Do you not agree that going into 0.4 or lower before now would definately have me almost immediately outclassed? So far I've been doing agent missions. But I'd like to do some more heavy rat hunting or perhaps mining.
As for joining a corp and the reason I'm still in the starter corp since four months. It's simple. I can contribute little to a corp and corps are biased towards certain alliances. I feel no hatred or dislike towards anyone.

I have been playing this game for about a year now and havent visited 0,0 space a lot of times ( 2 or 3). Ihave a small one man cruiser/indy building corp/shipyard and i am starting to make some money. I have sent alts into 0,0 space but is doesnt seem to be such a rich region : no labs, no factories and almost no cloning labs available. I'm probably a carebear to the core. Or, i don't know enough to make a living in 0,0

Ihave a small one man cruiser/indy building corp/shipyard and i am starting to make some money. I have sent alts into 0,0 space but is doesnt seem to be such a rich region : no labs, no factories and almost no cloning labs available. I'm probably a carebear to the core. Or, i don't know enough to make a living in 0,0

There are only a few things that will get you killed by the loose confederation of corps that live in Querious
1) Being a known pirate, ie m00, Burn Eden, etc 2) Being a member of a CA 3) Being an unidentified n00b corp alt spy in A2.
Avoid the above and you'll be largely ignored. You have a clean slate. Engage in any 'pirate' like activities and you'll be quickly identified and dealt with appropriately.
Basically, Querious is everybody's sandbox unless you're a bully.

BA is a merged corp of the old BA and Ominous Corp. Most members of the latter branch are rather hostile towards the CFS (though not with weapons... just a mentality).

I doubt anyone would have said that as it would be untrue. No passes are available or needed as the greater Querious area is public space.
Tani Yih, I would recommend you join a player run corp before you venture into 0.0. There are too many spy alts around for anyone thinking about security in 0.0 to not kill noob corps. If you don't have any corp in mind, I would suggest something like Freelancing Corp.
Once you're in a corp, I would recommend you try Querious if you're looking to poke around and don't mind dodging the occasional m0o, CA or local pirate.
If you don't want to mine, FA has passes available for 1M isk per day. There are some really nice serpentis rats there, and the security is generally tighter.

You need to have people working with you. If you have crokite one jump from a refining station, a mining op should be able to take in at least 3500 zydrine per person per hour. Do that for a year and you should start to make some money.

They offer a npc hunting pass for 1mill isk per day, which you can make back in like... oh, 5min. If they catch u mining though, I am sure they would get you unaquainted with your ship. CFS, is open to all, but you bear more risk dealing with pirates and the like.
