There should be more action, exciting meetings between players in 0.1 to 0.4 systems.
IMHO there is an easy way to get more action. More reward AND more risk, I will try to explain...
The only place pirates can operate nowadays are in the belts and at spawnplaces. BUT the difference in reward between mining in secure and unsecure space is not enough for the miniers to take the risk. The spawnplaces are not giving enough rewarding either for the NPC hunters, so they are also mostly empty nowadays.
I would say that the belts and spawnplaces would work fine for both sides with a higher reward for the miners and NPC hunters.
Nowadays there are a lot of agentrunners, labslot-occupants and their like in unsecure space. They are almost totally safe, wich lead to no excitement. So therefore there should be more risky to do things in UNSECURE empire space. I also suggest that there should be more addition in rewards in this also to get more people ther to run missions etc with bigger risks at hand.
First level up the rewards to get more people there. To get more people taking higher risks, make it more lucrative in low sec space. I have a couple of possible solutions to do that:
1. Release lvl 4 and lvl 5 agents ONLY in space between 0.0 and 0.4. That will force agentrunners that want big rewards to operate there.
2. Base the reward for agentmissions on security level, less secure = more reward. More agentrunners.
3. Lower the number of labs in secure space, gets the lab rats out into unsecure. And also get a more spread market for BPC's.
4. Lower the number of factories in secure space, wold force the producers out to low sec space. The risk in transporting the goods from there would be an incentive to sell the things there and then we maybe could get the market to spread somewhere outside Yulai and the other big market systems. And we would get bigger differences in the different regions markets, and then maybe it would be profitable to be a trader again. Would possible also make more corp mining there because of the boring transporting of minerals.
5. Put better Ore there. Good enough to attract the mining corporations. Not as good as in 0.0 but something better than today.
6. Make a difference in refining. Make it rewarding to refine in unsecure compared to do that in secure space. Only keep low-yeield refinerys in secure space. Should force mining corps that want to earn big isk to leave secure space. Maybe we could see less strip mining then also... Maybe it will make them transporting the ore there to refine, but that will include some risk to loose the ore.
BUT! All that is useless if not the risk are not higher than today. It have to be less safe to get the better earnings in low security space (than secure space). Otherwise the excitement dissapear from this game (as it gradually has done outside 0.0 space)
1. Make it easier to camp gates and stations both make the sentry guns possible to dampen and lower the range of the sentrys. There is enough of ways out to low sec empire that those who are awake easy can avoid to go into a camped gate.

I can agree with the topic and you can verify it. there are not much ppl in 0.4-0.1. I started solo mining jaspet there to get noxium. the lack of noxium is based on this carebaerism :( if this go on , the price of noxium will hit 400 ....

I think what he's trying to say is.. that the rewards for going into 0.1-0.4 space are not worth the risk. And there is ussually no reason for people to go to 0.4 space.
Mining is prime example.. Jaspet (which is only availbile in 0.4 and under) is only 10% more valuable than kernite and omber, which are availbile in 0.6 and down. Hedbergite and hemorphite aren't much better either. And then there is a big gap with gneiss and dark ochre (only availbile in 0.0).. which are 200% more valuable then hedbergite.
So why would people go into 0.4 with their apocs or thoraxes to mine Jaspet.. and risk losing ship for those 10% more.

I think what he's trying to say is.. that the rewards for going into 0.1-0.4 space are not worth the risk. And there is ussually no reason for people to go to 0.4 space.
Mining is prime example.. Jaspet (which is only availbile in 0.4 and under) is only 10% more valuable than kernite and omber, which are availbile in 0.6 and down. Hedbergite and hemorphite aren't much better either. And then there is a big gap with gneiss and dark ochre (only availbile in 0.0).. which are 200% more valuable then hedbergite.
So why would people go into 0.4 with their apocs or thoraxes to mine Jaspet.. and risk losing ship for those 10% more.

I would suggest you to read "10 Safety tips for new EVE players" Tip #2. When you some time in the future are going to enter your first system below 0.5 you get a warning that tells you that you are entering Unsecure Space and Concord can not take any response for your safety...

Yes, I think that is the point of what I wrote about.
I want a sligthly change in the security/reward system. In reality there is only two levels now, I want to have one between. A better progress system. Today a totally n00b easy can operate and live in Unsecure space, and you have to have a lot of experience and/or friends to survive in 0.0. Nothing in between that is thrilling.
LAWLESS, that is 0.0. Totally Lawless but extremely High rewards. SECURE SPACE, 0.5 - 1.0. Almost totally safe, should have low rewards. UNSECURE EMPIRE SPACE 0.4 - 0.1 ( I belive there still are some 0.0 left too). Less safe than Secure space but safer than Lawless, lower rewards than Lawless, but higher than Safe.

I am The Founder and the CEO of a Corporation with about 50 members. We produce everything that we need, we have production for sale, we are buing and selling BPOs, we operate laboratorys and trade BPC's, we refine everything ourselves, we mine all minerals beside Mega and Zyd, wich are almost the only thing besides the BPC/BPO's that we are buying. Between the miningoperations all of us are Agentrunners to get hold on the Tech II stuff and Implants that we also sell. So i wolud like you and others to stop the Whining about "Pirate-Whining". I am only trying to make some suggestions to get a better working progress in the game, as it was intended to be.
