But it might be possible if the Tempest also uses a MWD to stay at like 10-15k range (where 800mms still do quite good damage, but Neutrons do crap damage).

Cap booster, some scramblers, mwd in mids. Then he armor tanks and mounts a bunch of backup arrays. Complete crap damage, but he just weathers out whomever he's fighting. Since nos were fixed up, they're pretty golden.
