I spendt most of my evening hunting he/she down, after he/she stole from me twice... Unfortunaly she stayed in 0.9 systems close to stations. But he/she is indeed an ore thief, and if you see her in local, be aware of her.
No bounty can be placed since this alt has a security status above -1
Information about the main character is appreciated.
Thanks to, DKWHL and my corp members who also where hunting her.

Stop dumping your trash into space, keep it clean! People like this go out of their way to make sure litter bugs like you don't become too much of a problem!
In other words, stop jet can mining in secure space and use secure cans, no such thing as an ore thief as the ore didn't belong to you after you threw it in the garbage.
EDIT: And you might as well remove that pic now, before Polaris removes it for you since you cannot post pictures in posts.

Hmmmm, CCP allows ore liberators to operate freely in secure space and prevents secure cans from being anchored in .8 and above systems. I wonder what they are hinting at?

0.8-1.0 space is ment for the newbies. Not some 10 million skill point pilot in a BS mining. That is the hint. You want ore, go out and mine somewhere else where you can use secure cans. Or bring your corp mates down and get someone to haul.
Free-form Professions, ensure no limetations on professions. Be a trader, fighter, industialist, researcher, hunter,pirate[/i] or mixture of them all.

Jo is responsible for stealing ore from Celestial Horizons (CLS) as well... he likes to hang out in .9 Sectors, and for those of you who played ENB... here's a snippet of chat log.

Hey, Jo Bi4tch is one of my alts on another account. She's quite the wench. These guys whine so much when I steal their ore that it makes it fun.
They came after me with two cruisers and a frigate so I flew to a moon, and sure enough they attacked me in .8 space. Nice loots they leave for me.
My favorite is the AFK can miner in .9 space, macroing filling his can. I just take load after load. Got 5 full loads total of Pyroxeres from Canine Fiend before he "woke up". So very kind of him.
My favorite part though is the threats I get via eve mail including one person who said they were going to find me in real life and "remove me from the world". Yup, its gets better and better. These folks, I never knew they could get so excited when I steal their ore. I'll be doing this for sometime to come. Care Bears are so fun to get excited. Maybe they'll even venture out into 0.0 space someday! haha 
PS: Those were not my chars on Andromeda, I just made that up from names I remembered. Earth and Beyond sucked (as does everything done by EA).
