if needed to fill a resit hole and ship you don't relay rig resitance rigs
active tanks use a combo or 1 of nano bot accel or pumps.

Trimarks are certainly the way to go for PVP. The resist rigs are fairly expensive, nearly rivaling the costs of the trimarks anyway. If you want gobs of EHP tri-marks represent the absolute most effecient slot usage.
Shield users are lucky - shield resist rigs cost a pittance, with three of them costing less than a single tri-mark, meaning they're a viable investment on almost any ship.

I think the biggest reason for this isn't the amount of salvage needed but the types. Much of the salvage farming is done by carebears in highsec space - many of those carebears run missions for a caldari agent. Most missions handed out by caldari agents have you fighting rats that drop shield rig stuff, and the most common parts drop in such huge supplies that it's not even funny.
