Concord opens a player manned type branch which is in fact a subdivision of CONCORD called "CONCORD Ranger Division", a few select players may apply to entering active service every week (for starters) with the Concord Ranger Divison if the following criterias are saitisfied:
1. You need to have a security rating of X more.
2. You must not be affiliated with pirate corps or carrying out missions for the established pirate NPC corps like Guristas and Serpentis etc.
3. You need a standing with CONCORD of X or more.
4. You need X skillpoints in Y skills and Z on these particular skills.
5. You will be granted a CONCORD certificate if you can meet the conditions for active service with the CONCORD.
6. When acting under CONCORD jurisdiction you are NOT allowed to engage in hostilities against any indiviual or law abiding faction unless they violate the CONCORD regulations for space travel; unlawful discharge of weapons and release of missiles, mines etc.
7. As soon as somebody violates these regulations, they will be flagged as criminals for a limited time (empire space of course) and their location will be sent to "CONCORD Central of Operations" and then relayed to the Concord Rangers nearby.
8. These Rangers have the right to seek out and destroy any fugitives assigned to them by the "CCO", OR, demand a pre-set fine associated with the crime in question, which, upon payment will reset the criminality flagging and unassign him/her as a CONCORD target until he commits another crime.
(X% of the fine will automatically be transferred back to the victim as a small reimbursement to complement the insurance payout (if he/she had any insurances at all that is, not necessary, just an idea.)
9. Ships
Those who choose to serve with the CONCORD Ranger Division will have to do so in a ship assigned to them by CONCORD with the apropriate fitting for carrying out policing tasks.
Etc etc..I'm running dry here but you're welcome to help me with those details I've left out

You're given a patrol area, you can freely cargo-scan anyone, and if they're carrying contraband you can attack them or hold them down (web/scramble and force them to eject or loose the ship).

Nice input Seraph, I didn't think of that but you could actually log in with your "Conconrd Ranger" and sign up for patrol duty, looking for contraband, but instead of simply blowing the smugglers to pieces, they would be given the choice to surrender their cargo so that ²our Concord collegue could come and pick it up using a Concord issue freighter/hauler and dump it at the Concord Impound Storage.
Either collecting it for the impound which would grant the responsible party with a salvage bonus, or you could simply blast the cargo canister to pieces and still consider it a mission accomplished.

I'm not sure I like the idea of a player-governed ploice force...it seems like it would be easy for sombody to abuse their "police privllages".

Of course, as EVE is a free world (more or less), even those who server with Concord could act against the law by attacking somebody who's not been confirmed as a criminal, a innocent pilot for instance. If so, that Ranger would be sacked first of all, then he would get a dent in his security record for a considerable period of time, months at least. These things would be dealt with harshly to say the least.

This is a great idea... but real concord would kill bad guys before players... maybe restrict it to 0.1 - 0.4... Players patrol these areas... Once someone is flagged... player concord can intercept.. ---------------------------

The bad guys would get a bm like agent missions but a bm ever 5 minutes. If they log off when they log on you get an evemail and a bm. You would get a bm at stations if they are in station. You can have a gang warp to bookmark. Cause sometimes the police need buddies too. --------------------------

Great idea. I can totally see a profession of scanning cargo for contraband and then if you find some they are criminal flagged and all your concord buddies can blow the guy to pieces if he refuses to hand it over.

Did I sense sarchasm? This is not a 100% custom patrol business. It's about maintaining order and punishing criminal elements in 0.4-0.1, the cargo inspection routine goes with the rest of the job. Move on.

I would prefer to put some teeth into the bounty system and give all players the potential for enforcing justice in Eve (and here I put my standard plug see Bounty Reform discussion Chapt. 1:The Problem; Chapt 2: Principles of Bounty Reform; and Chapt 3: Solutions).

Thanks Amicus, I'll go through those when I get around to. I just don't plow through the forums as much as I should to keep myself updated of all the suggestions people have. I agree that the bounty system should be redesigned or modified to further promote bounty hunting, today the bounty mission part is nothing more than a thug mugshot gallery imo.

Be neat if they set it up sort of like the mission agents.........in a matter of speaking.
First off tho.
Ships: They would have to be a class of ship that can provide a bit more versatility and modules slots.
How would one get one or would ranger be reqired to "fund" their own ranger operations. That would and could be very expensive to do as solo ranger in unsecure empire space would be hugh "i bagged me a ranger" victims.
I thin the Rangers Ships should be provided free of charge by the ranger division but this is where the agent like set up comes into play. If they were free.......players would be more likely to become rangers and hold their standing if they got free ships.
The ships that you would be intitled to fly would depend on your concord standing. Low standing in ranger system you only get to fly low clas ships....ie frigates/cruisers. higher standing better cruisers/BS/as well as newer tech two ships.
You'd have to earn the right to get the better free ships thus helping to keep rangers rangers.
The other thing is.......once a ranger always a ranger. I don't like this. You should only have the ranger status and be held to ranger creeds while flying ranger ships. You should not be held to the ranger creed if in your own ships.
This would allow a player to still exist in some not so controlled status in eve and have free movements and actions in 00 or empire. This way his actions outside of his ranger ships would or could affect his overall concord standing which would or could affect his ship capabilities for ranger actions.
As for actions against rangers:
they should be ongoing for logged game time. say someone attacks some rangers, the crinal flag flies for 1/2 hour of actual game time. so that a player does not create the action and log off for 45 minutes immediately following that action. They log off and the timer stops with the log. so if it's two minutes after action that they log off........they still have 28 minutes of logged flaged concord ranger standing.
Idea with that is.....you do the crime you do the time.
Attacking and returning fire on rangers would have to have a higher repercussion than to attacking any one single average player.
Rangers should have free realm in empire space(can travel and patrol anyplace in empire. When in ranger ships, their personal race standings should be set asside. For example, as myself has run and earned almost superb caldari standing from running caldari missions.....on the down side I can not fly into gallente space. that should be overlooked when in ranger ships and working for concord.
agreed that you'd have to have some kind of ranger creed that should be held in high aspect. breaking that creed or any of the ranger "rules" needs to be stomped out aggressively and hamper people from breaking those rules.
Should be encouraged to patrol 0.1 to 0.4 but can help regular concord patrol any empire space system. Can do active scans of passer bys and would also have the help of regular concord if anyone decides to shoot them.
That way only frigate flying rangers can actively take a part in some space without fears of loosing their ships......even though they would/should be free. Once in a pod.......you loose ranger status being out of ranger ship.
All and all I think it's a great great idea and would give some smaller freelance corps a lot more options of things to accomplish in eve.
The biggest thing that hampers solo freelance pilots from much PvP action is not being able to fund it as well and kinda at a big loss with attacking anyone in a bigger corp.
This would allow some PvP for freelancers in a bit safer and more feasible way.
Personally, I want to fly one them concord commander BS......the ones that look like a double barreled pistle
Two thumbs up on this.........I would think worth a possible Shiva addition.
