Bloody horrible ideas, and it's seriously disurbing that they would be taken seriously.

Somehow i doubt this. Alliances have a tendency to mine/npc hunt in a very select number of systems for various reasons (location, kind of ore and or NPCs to hunt). The majority of the systems is not really used except for travel. While there might now be an advantage to mine in a systems not used before the majority will still mine and hunt in the same places as now.
On the other hand i have suggested before a player deployable module that would activate the map for a radius of a few systems, or maybe a deployable proximity sensor that you could place at certain places. That would allow alliances to keep an eye on some places.
But to be honest these changes are really necessary. Its stupid to think that alliances we have of the current size can 'claim' 3 or even more regions simply because the map and local give too much information.
Getting rid of local (showing the people inside, the chat itself should remain and can still be very usefull) and getting rid of showing people inside. You want to know where a certain alliance is mining? You want to know where they are NPC hunting? Well there will still be plenty of things to check. Nr of NPC killed, Nr of jumps through gates, Another option would be to delay the people in space by 30 minutes to 1 hour. That way you could still plan reasonably ahead by watching the map for a few days to find out in what region the enemy likes to mine and then send a scout to that particular area. There are many ways to get around the loss of number of players in space while not being too strong as what we have now.

I'm afraid the greying out will not solve anything. I mean when you are in an alliance in deep space and you suddenly see local increase with 30 anonymous people you'll know they are hostile since friendly movement will be forewarned in the alliance chats. Then you might as well add them fully in local with a nice red bar that shoutrs 'hostile'.
Please please please remove the list of players from local. It as a major part of recon and combat in beta and its was a serious step backwards when local was introduced. (now that we are talking about beta anyway, can you please please please remove remote buy orders again? Those things have completely destroyed the fun/challenge in trade. Nothing so fun as doing plutonium runs in beta, not knowing if you'll be the first one to arrive and being able to buy the stuff or if someone else was just ahead of you
