You can have good issues going into NOL-MI and shooting in local "SirMolle is HTE SUCK" or loggin Jita telling everybody tritanium is in shotage.

An Ip scrambler is a module, used by 1337 haxors to shut down your MWD and keep you from warping away.

There isn't any way to "obscure" your IP except by using an anonymizer service.
An anonymizer service is a repackaged proxy/vpn service. Traffic is forwarded from your computer to a gateway in the middle before heading for the destination. It takes someone a bit longer to find out who you are. The penalty for using something like this is decreased performance (higher ping, increased dropped packets) and poor support for many games.
Trying to "hide" your ip is a waste of time.

An IP-scrambler or anonymizer routes your traffic through a proxy-server so that the site/game your accessing gets the IP address of the proxy-server instead of yours.
Proxy-servers are owned by persons and companies who have to pay for the bandwidth they use. Providing anonymous surfing and e-mail is cheap. Having people play games and download eats up massive amounts of bandwidth and is thus usually disabled.
Second, since proxy servers mess with the package in order to change the address, EVE may think you're messing around with cheat programs and disconnect you.
Third, if you weren't planning of using it for EVE, most programs have a simple on/off button.

Given all that I just want to make the witch hunters have to work some for their firewood.
Anyone with a good such service? I don't mind paying to mess with the man.

About the only valid usage for these services would be to hide that vegetable fetish from the wife or to change skills from work.
If you're serious about this for a game, expect the cost to be about the same as you pay for telphone service + isp service. Otherwise all you're getting is something to surf naughty web pages.

Then it has nothing to do with Eve. Have the app configured to ignore Eve traffic. Simple.
Otherwise all you need is something that offers an anonymizer/vpn service, allows file transfers with very nice bandwidth allocations, and is out of the country. It'll probably be easier to just rent/purchase your own server in some data center somewhere.

I dont know but use any anonymous proxy to access 4 chan, and you will see exactly what people use them for in some cases.

I can't argue with that logic. 
Of course if you believe that someone is spying on you specifically, then you must also believe they have the power to crack any service to hide your identity. In that case the service is basically a tinfoil hat.

Wow, and people said I was paranoid for not wanting my real name exposed on Facebook.
As for Eve, there's no reason to hide your IP - you're not doing anything illegal and using a proxy will lag you terribly.
As for file sharing, if you want to do something illegal and decide it's worth the risks, then just freakin' do it. Fewer things annoy me more than people trying to make up long-winded excuses to justify their actions.
